In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
The first Global Dialogue on AI Governance will be a success when we agree to immediately implement a temporary pause on the training of the most powerful general AI systems, until we know how to build them safely and keep them under democratic control.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Safe, secure and trustworthy AI
- Protection and promotion of human rights
- Transparency, accountability, and human oversight
- Open-source software, open data and open AI models
Please briefly explain your selection.

We have reached the decision point where we still have ability to slow the speed of developing ASI. After this point, ASI cannot be "put back into the barn"--we only get one chance to get ASI right. Before it's too late, we need to secure trustworthy AI, protect human rights, ensure AI transparency and accountability, and require open-source, open data and open AI models.
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

Essential ingredients for a successful pause AI treaty process absolutely requires SPEEDY involvement of both the US and China. We need to immediately set up an international AI Safety Agency (AISA). This AISA will grant approval for major AI deployments and training runs, the creation of more powerful AI, specific requirements for the oversight of AI training runs, and verification that the AISA requirements, rules and guidelines are followed.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
We are already witnessing fall-out from reckless ASI development here in the USA. Amazon's cloud computing experienced at least two outages caused by its own artificial intelligence tools, raising questions about the company's embrace of AI. A 13-hour interruption to Amazon Web Services' (AWS) operations in December 2025 was caused by an AI agent, Kiro, autonomously choosing to "delete and then recreate" a part of its environment. The public does not see all ASI problems, since there is economic interest in covering up--not publicizing--any such issues. Some of the greatest risks involve unanticipated catastrophic shutdowns of all manner of tech-dependent infrastructure.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
International cooperation on AI governance can be positively influenced by open AI Dialogue between the USA, China, and all other nations developing ASI. Just as International nuclear agreements have been created based on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), aiming to prevent the spread of nuclear weapons, promote peaceful energy use, and achieve disarmament--an AI Dialogue can be an essential first step in developing a means for verifying compliance for agreed-upon AI safety goals.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
AI Dialogue should partner with PauseAI, who has developed a proposal for how to initiate AI Dialogue expediently and effectively.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
A core group of stakeholders can be selected, to represent goals, issues, and concerns from each unique community (government, industry, citizens).
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
Regular citizens are underrepresented in global discussions on AI governance. Their inclusion requires increased education regarding the current ASI situation.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
Ensuring that humans--real humans (not AI-bots)--are part of this conversation is essential.
Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.
