In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

Governance need to be also architectural also. The physicality of the infrastructure in place is made to extract data. Ai multiply by hundreds all the problems already there for privacy concern. The outcome should be what I called in the "Live Data Charter" that I developed. To ensure global trust, coordination, and oversight throughout this transition, an independent, neutral international body, referred to as the "United Nations of Life" will govern and verify progress. This entity will act as a guardian of the new Live Data economy, providing a stable framework that respects national sovereignty while promoting cooperation and accountability on a global scale. From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

  • Safe, secure and trustworthy AI
  • AI capacity-building
  • Social, economic, ethical, cultural, linguistic and technical implications of AI
  • Interoperability of governance approaches

Please briefly explain your selection.

Everything is intertwined at a level we haven't seen before. We have the ability to build a human society base on the benefit of all whatever the conditions we are in. It goes over the handful corporations that control it.

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

YEs. And I ask that question in the webinaire: Given that 97 to 98% of users - students, professionals, the general public - access the internet through browsers. Each session triggers hundreds of real-time bidding events whose energy consumption never appears in any AI usage calculation. This is not an oversight. It is how the system architecture was designed. Only 2 to 3% of users work through APIs. Yet all transparency efforts target that layer. With AI now accelerating RTB targeting deeper into cognitive and personal space, faster, more precisely, more invisibly, it does not just track behavior, it maps intimacy. It monetizes private thought patterns, emotional states, and personal vulnerabilities before any conscious decision is made. This critical security gap is already affecting our cognitive lives, and it is not being addressed. So 2 questions: before we calculate what AI consumes, should we not first account for what the web's foundational architecture already costs in energy, privacy, and in the invasion of human intimacy? Second: How should the web be restructured at the infrastructure layer first?

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

Privacy and our cognitives lives. The impulse and the speed of the implementation of AI will cause great mental health problems.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

Recognition of the shared problems that we are all at a loss when it comes to the speed of implementation. The gap between generations will be bigger. I am referring here to the intangible heritage that is at stake

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

This is my initiative created inside the Live Data Charter Architecture. One node - One Web - Sovereign by design. This is the Genesis Node. The physical blueprint for the Cognitive Intelligence Web. Based on the Live Data Charter. The internet was built to connect. Somewhere along the way, it learned to extract. Now we stand at the edge where life unfolds, ready for another level. The Genesis Node is the launch platform. Read the Intro blueprint: https://theunknownchannel.substack.com/p/from-foundation-to-sovereignty

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

Guidance, a space where collaboration and diplomatie is there. No power struggle game of power.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

The real people. The real customers who will be greatly affect by this evolution. Now, it is sold has a marketing slogan. It is not explain. It is use.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

No power struggle of any corporations at the table. Not at the beginning.

Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.

Like I already propose: One node - One Web - Sovereign by design. This is the Genesis Node. The physical blueprint for the Cognitive Intelligence Web.
