In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

A successful first Global Dialogue on AI Governance should move beyond general principles and deliver outcomes that are both actionable and responsive to the realities of regions such as Latin America. 1. It should estabilish a shared global baseline for AI governance grounded in human rigths, transparency and accountabiity. However, this baseline must be flexible and adaptable, recognizing the structural inequaities between countries. 2. The Dialogue should prioritize concrete mechanisms for international cooperation and capacity-bulding. In LA, the main challenge is not only regulation, but the ability of governments to understand, implement, and oversee AI sistems. This requires technical assitances, knowledge transfer, and the strengthening of public sector capacities to ensure that IA is used responsibly and effectively. 3. It is important to focus on implementation. Many countries in the region face limitations in data governance, digital infraestructure, and institutional coordination. 4. Considering how AI impacts vulnerable population especially in context marked by inequality, informality, and limited access to public services. The success of the Dialogue will depend on its ability to bridge global principles with local realities, ensuring that AI governance contributes to reducing, rather than deepening, existing social an econimics gaps. The selected priorities reflect the need for AI governance that in both principled and implementable, particularly in regions such as LA. AI capacity-building is essential, as the main challenge is not only regulation, but the ability of public institutions to understand, implement, and oversee AI systems. Strengthening these capacities is key to ensuring that AI creates public value rather than reinforcing existing gaps. The protection and promotion of human rights must remain central, especially in contexts marked by inequality and structural vulnerabilities. Interoperability of governance approaches is critical to enable coordination across jurisdictions while respecting different institutional realities. Finally, transparency, accountability, and human oversight are fundamental to building trust and ensuring that AI systems remain subject to democratic control. Ensuring that AI governance effectively bridges global principles with local realities will be key to achieving inclusive and sustainable outcomes.

Yes. Key gaps inlcude the mismatch between AI governance frameworks and institutional capacity in developing countries, where challenges are often operational. technological dependency on externally developed systems also raises concerns about adaptability and sovereignty. Aditionally, the impact of AI on vulnerable populations requires greater attention.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

AI governance gaps stem from limited institutional capacity, fragmented data governance, and reliance on external technologies, risking increased inequality. At the same time, AI offeran opportunity to strengthen public sector capabilities. Progress will depend on aligning regulation with practical implementation and public value.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

The Ai Dialogue can serve a a platform to align global principales, fooster capacity-building, and facilitate cooperation across jurisdiction, particularly by bridging gaps between developed and developing countries.
