In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
The success should be measured by its ability to move beyond high-level ethics toward a functional, interoperable, and technically automated framework. The ultimate success should be centered on the emergence of a Global AI Governance Orchestrator, i.e., a model in which national and international bodies use a shared, adaptive roadmap to ensure that the digital economy remains secure, resilient, and trusted by the 1.4 billion citizens of Africa and the global population at large.

1. Interoperability of Governance Approaches - My Highest Priority . This is the most urgent area for action because it addresses the "Global Blocs" and "Geopolitical" dimension of AI. My research on the Adaptive Cybersecurity Governance Model, which closely aligns with the AI challenges, shows that the digital economy is hindered by fragmented, localized rules. Similarly, success in AI governance requires a "Common Language" that allows different regional blocs to interoperate. Engagement here focuses on creating the "Sovereign Trust Framework" to ensure that AI systems are recognized as safe when they cross borders, regardless of differing national legal systems. 2. Social, Economic, Ethical, Cultural, Linguistic, and Technical Implications of AI - Priority Level: Critical (The Driver): We must engage here to ensure AI governance is not "one-size-fits-all." Priorities include capacity-building for the Global South to ensure the Economic Pillar isn't a bottleneck, and ensuring AI safety aligns with local cultural and Linguistic nuances to foster true digital trust. 3. Safe, Secure, and Trustworthy AI - Priority Level: Operational: This area reflects the Technical and Risk Assessment aspect AI. It is the "Engine" of our researched model. My priority is the transition to Intelligence-Driven Policy Automation. Engagement here should focus on ensuring that AI safety isn't just a static document but an adaptive system that automatically updates security protocols with real-time threat intelligence. 4. Transparency, Accountability, and Human Oversight - Priority Level: Foundational: Urgent action is needed to harmonize national privacy laws (like Nigeria's NDPA) with global accountability standards. We focus on Algorithmic Accountability, ensuring that human oversight is integrated into the "Legal Shield" so that AI remains a tool for human development rather than a source of unchecked online harm. My entity's active engagement will prioritize Interoperability and Socio-Economic Implications. These areas provide the "Geopolitical Shield" and the "Economic Sustainability" needed for the other two-Safety and Transparency-to actually function in the real world. By focusing on these, we move the Global AI Dialogue from a set of ethics to an empirically validated roadmap to resilience.
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

From my AI-powered cybersecurity governance perspective, and based on the empirical findings of my Adaptive Cybersecurity Governance Model, there are three critical cross-cutting issues that are often overlooked by these traditional thematic areas. 1) The Adaptivity Gap: While the listed themes cover the "what" of AI governance, they lack the structural agility and predictive mechanics required for a hyperconnected society. The most significant emerging issue is the transition from Manual to Automated Governance. Most listed themes assume that "Accountability" and "Transparency" are achieved through periodic human audits or static documentation. The Issue here lies in an AI-accelerated threat landscape; human-led policy updates are too slow to be effective. 2. Global Bloc Open Issues: For instance, Geopolitical Sovereign Resilience is beyond "Interoperability" which usually implies that different systems should work together. However, it misses the emerging reality of Strategic Autonomy for the Global South. 3 Digital Cold War: i.e., an AI norm conflict between global power blocs. Interoperability is often hindered by these global bloc open issues. Theme 3 groups social, economic, and cultural implications together. However, my experience shows that these are not just "implications"-they are active drivers of technical success. We must recognize AI governance must be measured to account for the resource constraints and societal norms of the specific region where it is deployed. Without this, "Capacity-building" (Theme 2) remains a generic exercise rather than a surgical intervention. The missing cross-cutting issue is Systemic Harmony. True AI governance is an emergent property of how these themes work together. By shifting the focus to Adaptive AIGovernance, we ensure that these themes aren't just checked off a list, but are integrated into a validated roadway to resilience.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
From the perspective of my work in Nigeria, the African Continent, and the private sector, the gaps in AI governance are not merely academic; they represent critical risks to national security and digital sovereignty. The following analysis outlines how these gaps and the corresponding advances are currently impacting these three spheres: 1. Regulatory Lag compared to the Rapid Adoption: Nigeria is currently experiencing a "Regulatory Lag" where the pace of digital transformation and AI adoption (e.g., in Fintech and Public Services) is outpacing the development of enforcement mechanisms. While we have established the Nigeria Data Protection Act (NDPA), a gap exists in the Technical and Risk aspects of governance. We lack the AI-driven tools to monitor automated online harms at scale. This creates a vulnerability where consumers are exposed to sophisticated AI-driven financial fraud and misinformation. 2. In Africa Sovereign Trust Deficit: The African region often suffers from a "Sovereign Trust Deficit" due to the lack of Interoperability of Governance Approaches. There is an over-reliance on imported, static frameworks (such as NIST) that do not account for the economic and cultural realities of the Global South. This makes it difficult for African nations to interoperate with global blocs without compromising their own digital sovereignty. It slows down the implementation of the Malabo Convention and the AfCFTA. 3. Private Sector: The sector is currently facing a crisis of "Policy Latency." Traditional governance relies on manual audits and periodic reviews. However, AI-driven threats operate in milliseconds. Governance is consistently one step behind the threat. This gap reduces the functionalities of existing models, leading to systemic instability in the digital economy. The primary impact of these gaps is a fragile digital ecosystem. However, the advances, specifically the move toward Adaptive Models, provide a roadway to resilience. For Nigeria and Africa, the goal is to bridge these gaps by orchestrating our own legal, technical, and cultural pillars into a sovereign and adaptive framework.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
The AI Dialogue can serve as the Global Orchestrator to harmonize fragmented national policies into a unified Adaptive AI Governance Framework. By prioritizing interoperability and socio-technical integration, the Dialogue can shift international cooperation from static ethical statements to an actionable "Sovereign Trust" model. This enables nations, particularly in the Global South, to achieve Strategic Autonomy and resilience, ensuring that AI-driven digital economies remain secure and trusted even amidst geopolitical tensions between global power blocs.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
The AI Dialogue should build upon and connect with existing global and regional pillars, specifically the ITU Global Cybersecurity Agenda (GCA), the African Union's Malabo Convention, and the UN's Global Digital Compact, and existing validated research such as our Adaptive Cybersecurity Governance Model(ACGM) . By integrating these with these initiatives and models, the AI Dialogue adds value by moving beyond static benchmarks toward Intelligence-Driven Policy Automation. This provides a Sovereign Orchestration layer that allows nations to maintain strategic autonomy and cross-border trust, effectively bridging the geopolitical gaps between global power blocs through a validated roadway to resilience, as emphasized earlier.

To ensure the Global Dialogue transitions from high-level principles to tangible impact, different stakeholders must contribute based on their specific areas of challenge and influence. How Stakeholders Can Contribute • Governments & Intergovernmental Bodies: Should focus on the Legal and Geopolitical Issues by harmonizing national laws (like Nigeria's NDPA) into a framework that allows for cross-border interoperability and strategic autonomy. • Academia & Research Institutions: Must provide the Evidence-Based Foundation to move dialogue from "opinion" to "validated certainty," ensuring that dialogue is rooted in rigorous socio-technical analysis. • Private Sector & Technical Community: Should contribute to the Technology and Risk perspectives and motivate dialogue to keep pace with AI-accelerated threats. • Civil Society: Acts as the guardian of the Cultural and Ethical Pillars, ensuring that AI dialogue remains human-centric, protects data subject rights, and accounts for the unique societal norms of the Global South.

The most critical underrepresented voices are those from the Global South, particularly the African digital ecosystem, and the academic-practitioner bridge. Their exclusion creates a " blind spot" that your dialogue specifically aims to fill.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
To foster meaningful engagement, the AI Dialogue should shift from static speeches to Adaptive Socio-Technical Simulation Labs and Cross-Bloc Hackathons. These formats would enable stakeholders to use AI-powered tools to model, in real time, the real-world impact of policies across diverse economic and cultural contexts. By using Problem-Solving Sandboxes, the Dialogue can move beyond high-level ethics to test outcomes, ensuring that those themes are balanced to yield validated results.

The Nigeria Data Protection Act (NDPA) 2023 provides a statutory mandate for data privacy, serving as a "Legal Shield" for AI governance and ensuring that automated systems respect the rights of Nigerian data subjects. The EU AI Act (Risk-Based Categorization): This policy approach classifies AI systems by risk level and addresses the "Over-Regulation" challenge by applying strict governance only where the potential harm to humans is highest. Adaptive Regulatory Sandboxes: Policy frameworks that allow AI startups to test innovations in a controlled environment under regulatory oversight. This addresses the Economic Pillar by fostering innovation while maintaining safety. 2. Practices: Intelligence-Driven Automation Intelligence-Driven Policy Automation (IDPA): As proposed in the AI Sentinel ACGF, this practice involves using AI to monitor threat landscapes and automatically suggest or trigger policy updates. This solves the challenge of "Policy Latency." Algorithmic Impact Assessments (AIAs): A mandatory practice where organizations must document the potential social, ethical, and technical implications of an AI system before deployment. This addresses the Cultural and Ethical gaps in governance. Red-Teaming and Adversarial Testing: The practice of intentionally attempting to "break" AI systems to identify vulnerabilities in the Technical Pillar before they can be exploited by malicious actors. 3. Approaches: Sovereign and Multi-Dimensional Governance Approaches define the "Philosophy" of the governance roadway. • Approach that treats governance as an emergent property and proves that a nation can achieve high-level resilience by balancing technical factors with geopolitical and cultural realities. Instead of seeking a single global law, this approach focuses on creating technical and legal bridges between different global blocs. This enables Strategic Autonomy and digital trade even amid geopolitical tensions. •Human-Centric "Problem-Solving" Clusters: As seen in the FMCIDE Project BRIDGE, this approach integrates academic research directly into national development. It ensures that universities serve as the engines for "Evidence-Based Policymaking," bridging the gap between theory and implementation. Summary: The Integrated Solution The most effective governance occurs when these examples are orchestrated together. For instance, using the NDPA (Policy) to mandate AIAs (Practice), which are then monitored via a Sovereign Platform (The AI Sentinel), all guided by an Adaptive Approach. This creates a validated pathway to a secure, trusted global digital economy.
