In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

Establishing Global Deployability Standards for Autonomous Machines, a governance layer that ensures machines behave in alignment with human values, international law, and community expectations. Artificial intelligence and autonomous machines are rapidly reshaping economies, governance, and daily life. As the UN notes, "the question is no longer whether AI will transform our world — it already is" . Yet while AI systems advance at unprecedented speed, the world lacks a unified framework for how autonomous machines should operate safely, ethically, and transparently across borders. This gap threatens to widen global inequalities and undermine trust in AI systems.

From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

The priorities I selected reflect the urgent need for a global framework governing how autonomous systems and AI-driven machines operate across borders. As the UN notes, AI is already transforming societies, yet the world lacks a unified structure to ensure these systems behave safely, ethically, and in alignment with human values.

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

One critical emerging issue not fully captured in the listed themes is the need for global operational standards for autonomous machines. While the form addresses safety, human oversight, and interoperability, it does not explicitly recognize the governance gap surrounding machine behavior in real-world environments. As AI systems increasingly control physical machines-vehicles, drones, robots, sensors, and autonomous infrastructure-the world lacks a unified framework defining how these systems must behave, communicate, and coordinate across borders. This gap poses risks to safety, accountability, and international stability.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

There is a need to consider AI's impact on cultural continuity and narrative sovereignty. AI systems trained on dominant cultural datasets risk erasing or distorting marginalized histories, languages, and worldviews. This is especially relevant for Indigenous, African, and Afro‑diasporic communities whose cultural data is underrepresented or misrepresented in global AI systems.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

A second cross‑cutting issue is the rise of machine‑to‑machine governance, where AI systems interact, negotiate, and make decisions without direct human initiation. Existing themes focus on human oversight, but they do not address the emerging reality that autonomous systems will increasingly govern each other. This requires new protocols for machine identity, authentication, conflict resolution, and escalation pathways when autonomous systems disagree or malfunction.

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

My work with Helixis Tech, Twyla Jackson, has created Deployability Standard and the World Wide Deployability Standard Consortium (WWDSC). Jerome Glenn of the Millennium Project and, Yul Anderson, African American Future Society, has created alternative futures combining global cultural componenets of the future. Autonomous machines — drones, delivery robots, inspection bots, AI-driven vehicles, and other automated systems — are entering public spaces faster than the rules that govern them. Today, there is no universally accepted standard that tells cities, campuses, or companies how these machines must behave, who authorizes them, or what safety and accountability look like. That gap is exactly what Helixis Technology and its partners are addressing. As autonomous systems become part of everyday life, the standards for how these machines operate in human environments are still being developed. Governments, cities, and industries have not yet established a unified framework that defines: What a machine is allowed to do How it must prove it is safe Who grants it permission to operate How its behavior is monitored How accountability works when something goes wrong Helixis Technology has created a state‑of‑the‑art plan to fill this gap. Their approach establishes the rules, validation processes, and governance infrastructure needed for machines to operate safely, transparently, and in alignment with human expectations. These standards are now being formalized through collaboration between: Helixis Technology, which provides the technical and governance architecture The World Wide Deployability Standard Consortium (WWDSC), which brings together global partners to define and adopt the world's first deployability standards for autonomous systems Together, they are building the Deployability Standard — the foundation that will determine how autonomous machines participate in public life, similar to how building codes, traffic laws, and electrical standards shaped earlier generations of infrastructure.

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

We must first provide training on the standards and then allow stakeholders to identify where they are in the dioployability process, andn then monitor the process through the World Wide Deployability Standard Consortium.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

The marginalized voices of Black Americans, Africans and the Diaspora. We nedd to establish learning opportunities through Helixis Tech, The African American Future Society and our partners.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

we need to create future cities that adhere to the World Wide Deployability Standard Consortium, especially the Global South, Africa and the dispora, as well as the most advanced cities to ensure cultural sensitivities are maintained.

Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.

Because global standards for machine behavior do not yet exist, Helixis Technology and the World Wide Deployability Standard Consortium are developing the world's first deployability framework to ensure autonomous systems operate safely, transparently, and in alignment with human rules. We also need to ensure funding is available as developing nations may not have the revenue to participate. A global fund needs to be made available for nations to adopt deployability standards but also to pay for the services.
