In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
In my view, the issue of equitable access to technology must be a central pillar of the Global Dialogue on AI Governance. This means taking into account perspectives not only on use and consumption, but also on development and application, with a view to the holistic development of people and communities.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Protection and promotion of human rights
- Safe, secure and trustworthy AI
- Social, economic, ethical, cultural, linguistic and technical implications of AI
- Open-source software, open data and open AI models

Safety and reliability are crucial for the safe and responsible use of AI. This means that ethical considerations must be taken into account from the design stage right through to its use.The diversity that is part of the human condition must be incorporated into AI learning models, as it has significant social, economic, ethical, cultural and linguistic implications.The use of AI in promoting human rights must be one of the cornerstones of its development and ethical use. Open-source software, open data and open AI models are key factors in ensuring that AI remains a tool for democratic use, as well as a means of fostering local development and strengthening sovereignty, rather than becoming a tool for the mass surveillance of people.
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

Yes. The issue of sovereignty. Today, there is a serious risk that AI will be used as a tool for political and economic manipulation, undermining the principle of sovereignty and creating opportunities for interference between nations. Another point is the need for a global framework that ensures human oversight as a guiding principle for all uses of AI.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
Lack of support for research and development into open-source AI. Lack of investment in AI as a tool for improving public welfare policies.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
The creation of a global framework that emphasises the social use of AI.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
I think of the SDGs and milestones aimed at resolving conflicts, collaborative development in the fields of medicine and environmental sustainability.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
It is important that people from a variety of fields of expertise (not just those in the technology sector) are consulted, and that different forms of knowledge (such as the knowledge of traditional and indigenous communities) are taken into account; people and institutions operating within different cultural, political, geographical and economic contexts.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
- Traditional communities

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
- Carry out preliminary decentralised activities
- Set up working groups on different topics, comprising people from various scientific disciplines (exact and human sciences) and with diverse socio-cultural backgrounds
Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.

I think that working groups set up to explore the issue of global migration would be an interesting approach; as would local summits bringing together people from different backgrounds to share experiences. Other approaches include local cultural circles (technological circles); spaces for social control groups, etc.; and representative, permanent forums.
