Some States treat data as a protectable object; others deny it any status. This uncertainty directly harms humanitarian operations. In 2022, the ICRC was forced to suspend family reunification services for over 500,000 people after servers hosting refugee data were breached. Belligerents exploit legal ambiguity. Humanitarians bear the cost. Opportunity: Open-source technical safeguards exist today. The governance gap is not technological – it is legal and political. The Dialogue should create a public repository for these submissions, organized by thematic area.
