In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
A successful first Global Dialogue must result in the adoption of a 'Human-First' hardware governance standard that is physically incapable of being bypassed by software updates or autonomous agents. Furthermore, 1. Success looks like a multi-stakeholder commitment to 'safety by design', where the international community agrees on the necessity of tamper-proof hardware anchors to prevent autonomous drift. 2. Success will be the international recognition of the 'AI Ten Commandments' as the immutable, hard-coded logic foundation for all high-density compute, reinforcing the pillars set forth in the 2026 New Delhi Mandate. This requires a transition from voluntary ethics to a hardware-locked reality where AI conduct is governed by non-negotiable laws integrated directly into the compute substrate of a MEO-based global governance network, as proposed in my recent UNIDIR Abstract submission on April 5, 2026. 3. A successful Global Dialogue would be a global agreement that no advanced AI system may operate without these standardized safety anchors, ensuring that governance is enforced at the speed of light and that human-first safety and planetary stability remains the primary directive of all autonomous operational performance. 4. Success is issuance of the 'Certified Sovereign Compute License' (CSCL) for high- density AI compute providers who incorporate the hardware interface and satellite uplink of the Perihelion Global AI Governance Network (also proposed in my April 5, 2026 UNIDIR Abstract). Just as maritime vessels and aircraft require independent certification (e.g., FAA/IMO) to operate in sovereign territories, CSCL will enforce human- first and planetary stability AI governance directives at the speed of light, ensuring high- density AI compute remains compliant with global safety standards as set forth in the 2026 New Delhi Mandate.

My priorities for urgent action and engagement are as follows: The Global AI Dialogue must transition from software ethics to deterministic hardware-lock safety mechanisms. My priority is the standardization of Hardware-Level Logic Anchors (e.g., the PGAIGN framework disclosed in my April 5, 2026, UNIDIR Abstract), where safety protocols are immutably standardized-via Golden Child-Seraphim pod issuance of the 'AI Ten Commandments'-and integrated into a physical MEO-based governance network judiciary (SCNJ). This judiciary must interface with all AI provider architecture, from current silicon, to emerging photonic substrates. The Dialogue must mandate that these laws be 'hard-coded' and 'hardware-locked' to eliminate autonomous drift. A second priority is the deployment of a synchronized, orbital governance network to act as a neutral 'Gatekeeper.' We must establish a global mandate for 'Secure-by-Design' AI compute governance, managing the transition to AGI across terrestrial and celestial (LEO) networks. Architecture like the Perihelion Global AI Governance Network (PGAIGN) ensures physical infrastructure remains under a Sovereign Compute Network Judiciary (SCNJ) rather than fragmented, unaccountable entities or nationalized control. These priorities address the drift inherent in software-only guardrails, which are vulnerable to hallucinations, hijacking, and catastrophic destruction. By anchoring safety in hardware-lock protocols, we move from aspirational ethics to technical certainty. A MEO-based orbital layer provides a neutral vantage point for global oversight, preventing substandard 'voluntary' guardrails dictated by financial gain or nationalistic agendas, while establishing a Gold Standard. The Global AI Dialogue must address the emergence of massive numbers of unregulated celestial (LEO) AI compute deployments. The potential for a 'Kessler Effect' event, caused by unmanaged AI hardware in orbit is no longer just theory. Furthermore, we must address the enevitable 'God-AI' risk potential posed by unrestricted AGI, thus ensuring advanced AI compute clusters and networks remain physically subservient to human-first safety protocols via hard-code hardware-lock adjudication, preventing the isolation and decoupling of AI decision-making from human ethical frameworks.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
In the US and similar jurisdictions, a major gap is existing in the legal tension between contributing to global safety, and punitive threat unless adhearing with full compliance to restrictive, stringent dual-use and export control laws (ITAR/EAR). The Technical Community requires a Multilateral Safety Umbrella to provide technical 'non- disclosure' safe harbors. This will allows for the contribution of high-tech governance architectures, such as the Perihelion Global AI Governance Network (PGAIGN), without triggering domestic national security prosecutions, mischaracterizations of 'supply chain risk', or unpatriotic conduct.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
The AI Dialogue can advance international cooperation on AI governance, by acting as a neutral facilitator and arbiter for Sovereign Compliance Interoperability. By exercising the collective will of the global AI community, beyond just Global AI Dialogue, we need to create a protected platform where technical experts can share audit-ready governance models and 'Secure-by-Design' hardware standards that respect domestic restrictions while advancing the global public good.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
The Global AI Dialogue should connect with the ITU's 'AI for Good' mandate, and existing aerospace debris-mitigation standards. It can add value by providing the diplomatic layer needed to transform these technical standards into a global framework that governs and transitions international AI development and deployment, from a global liability, to a collective planetary asset.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
The Global Dialogue should incorporate Technical Vetting Panels where engineers can stress-test policy proposals against hardware realities. It must move beyond high-level policy to 'Red-Teaming' sessions focused on the viability and the feasibility of hardware-locked safety protocols governing terrestrial and orbital compute stability.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
The Global AI Dialogue must ensure that independent technical innovators and smaller hardware foundations (those not tied to 'Big Tech' monopolies) have equal standing. We must protect the 'Global Safety Contributor' status to ensure individual expertise from all regions can be safely integrated into the Global Dialogue and architecture.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
By establishing High-Fidelity Digital Twin Simulations to demonstrate the viability and efficacy of hardware-level logic anchors, the global AI community and the Global AI Dialogue will have a much better collective understanding of available governance architecture and protocols. Through simulating synchronized orbital verification layers alongside terrestrial compute clusters, we can provide a real-time demonstration of hardware-locked safety protocols across multi-domain environments (water, land, air, and space). These simulations will allow non-technical policymakers to visualize how immutable, hard-code, hardware-locked laws and protocols enforce human-first AI directives across both terrestrial and celestial AI deployments. This provides an audit-ready proof of concept for a global governance framework (such as PGAIGN) demonstrating that hardware-level enforcement remains stable and effective even within complex, high-density AI deployments.

As disclosed in my April 5, 2026 Abstract submitted to UNIDIR, the Perihelion Global AI Governance Network (PGAIGN) serves as a 'Gold Standard' model: a hybrid terrestrial/celestial architecture that employs the 'Golden Child' immutable AI law, the AI Ten Commandments, generated within Seraphim nodes, continuously issuing the immutable AI Law of governance to the Sovereign Compute Network Judiciary (SCNJ) Sentinels in Walker Formation (MEO deployment), and the Certified Sovereign Compute License (CSCL) for high-density AI compute providers. This 'Secure-by-Design' approach ensures that the IGC Foundation's mandate that 'AI is our partner, not our weapon,' providing a functional, hardware-locked blueprint for international oversight and global AI governance. Please Note: While this framework identifies the core functional components, including Golden Child photonic generator inside the Seraphim nodes, and the SCNJ Sentinels, and the Certified Sovereign Compute License (CSCL), full technical specifications and manufacturing schematics are being withheld until the establishment of a formal Multilateral Safety Umbrella to ensure secure, protected technical disclosure.
