In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
Agreeing zero draft of reliable global AI governance regarding its co-relation with and contributing to our development by the 2030 Agenda/Pact for the Future with way of its global implementing
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

Priority area for me would be clearly explained&understood safe secure and trustworthy AI, with integrally imbued other areas, enabling sustainable development with equalizing divides as by the 2030 Agenda&Addis Ababa Action Agenda/Pact for the Future&FFD4, so considered in close co-relation with - additional - cross-cutting issue of sustainable development containing background explaining, or optionally considered as introducing explanatory area overarching&integrating all thematic ones. I hope it would give me possibility to convince MSs&UN to acting by&with science-underpinned fundamental law based model&equation of our existence, explaining AI as contributing to our sustainable development with its managed development&use. Model reflects way&rules of our existence&development within&with stable Earth environment matter&energy system EES as precisely pre-defined with underpinning human rights, to be realized by individuals as material bodies having energy-referable ability of cognizing of reality, its external expressing, precising at forwarding among&by generations, and using for improvable fulfilling set of equal needs/goods&services with using EES, with actual then precised cognizing, acting as organized into cognition/knowledge-referred&leveled through-life institutional executive locally/nationally/globally coordinated grid-like X-Y system, with precising acting by corporate and national accounts&GDP&budget method (CNAM)&its strategic guiding by precised 17 SDGs of the 2030 Agenda&AAAA/Pact for the Future&FFD4. It explains way&sequence/progress of our cognizing&development, with ICTs&AI as its further steps facilitating&advancing its most effective use for development with expressing it in virtual space/Metaverse. It introduces measuring development regarding matter&energy-referred human&EES components, driven by cognition added by ICTs&AI. Model is general analogue algorithm, data bases structure and executive&managing infrastructure of our development, with directly applicable valuing/measuring also in money/financing, and ICTs with AI, used as general info&edu&operational template/matrix/dashboard to be precised within it. I built model 2017 and promote acting by&with it to UN Entities with committing to forward it on IP basis to UN&MSs for global coordination, assuming They make open access to it with measuring&remuneration of contributing to cognition, ICTs&AI
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.
I think that not enough clearly captured or highlighted issue is reliable explaining/understanding AI and its role in/contributing to our sustainable development with equality, also of development itself with its process as guided by cognition/knowledge of individuals on which bases AI&all ICTs, as fundamental and cross-cutting&integrating all areas. Reference to sustainable development and divides/inequalities was highlighted in ARES 79/325, to understanding AI - in Final Report of High-Level Advisory Body on AI. It is very important to highlight the issue because AI&ICTs is considered mainly as independent subject with potential of contributing to development by contributing (at own benefits) to GDP so to economic growth which however actually deepens challenges in its achieving with making it more complex and uncertain. Highlighting that issue within area of safe secure trustworthy AI as broad overarching other ones as detailed - or optionally as introducing background area - would allow and facilitate solving questions of all areas, with their integrating and keeping focus on developing&using AI for most effective contributing to our development with equalizing offline and online divides. Further, that would allow to identify and assess available most holistic solutions and select most reliable one and align&integrating according to it actually realized fragmented particular aspects, whereas doing that within thematic aspects would be overshadowed by them, not clearly enough understood nor taken into account. Such approach would allow to clear&solve detailed questions of all areas with planning&realizing&managing of AI as contributing&advancing our development especially widely questioned question of openness of data, and derived AI, by explaining openness as required for inclusion&engaging of all, but at allowing - also required - measuring. Eg global governance of AI by model as I propose explains&shows that it is possible, by making by Authorities general model open for all, and measuring (also financially) all human&ICTs&AI contributions, and development
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
As my activities concern promoting global development enabled by ICTs&AI (by model mentioned above) with observing global trends at involving in discussions&activities of WSIS and WIPO I forward my opinion on global situation from my perspective. Most significant challenges - multiple consequences of i) Uncertainties in parallel realizing development and AI issues, by their dedicated executive structures established by the UN, as below, supported by high-level science-based expert groups, with focusing (more) on achieving own previously agreed aims&goals without explained their issues and their co-relation (than on having them reliable explained so development as process driven by cognition produced by humans and ICTs&AI as using it with identification&measuring&management), and trying to integrate, but with adding uncertainties. Also by doing that in both issues with involving engaged multi-stakeholders and their voices but considering seriously that renown and big ones as able to contribute to implementing - Development as by the 2030 Agenda agreed by global consensus, realized by countries at global coordination by HLPFs, within actual managing by broadly regulated GDP method burdened with many uncertainties&unknowns, differently by different countries - Developing&using AI by dedicated global executive structures on ICTs&AI as having huge potential of contributing to our development and contributing to it at their global self-coordination ii) Remaining many AI and development activities beyond that acting as not identified&controlled&managed Most significant opportunities - Starting 2024 implementing Decision of UNGA on continuing the 2030 Agenda as integrated with digital ICTs&AI activities by Pact for the Future, with established reinforcing Science-based Advisory Groups by Scientific Panels – for development by the 2030 Agenda – On Beyond GDP, for ICTs&AI activities - On AI, and additionally by AI Dialogue led by Governments assuming global consultation with any engaged stakeholders enabling identification their concrete also holistic science-underpinned solutions to be taken into consideration as my own
What role can the AI Dialogue play in advancing international cooperation on AI governance?
The AI Dialogue as led by all Governments at participation of various stakeholders acting in the field can advance international cooperation on AI governance as co-related closely with global implementing the 2030 Agenda/Pact for the Future – by identification of best available solutions on unified global AI&sustainable development framework/tool, as below, with checking IP rights status&conditions, recommending to UNGA for global agreeing, then overseeing their implementing together with HLPFs. i) Best available solution realized on using&governance of AI for achieving 17 SDGs of the 2030 Agenda, regarding requirements of all AI thematic areas, being its unified framework/tool for the 2030 Agenda ii) Best available science-underpinned solution proposed for using&managing AI for reliable implementing sustainable development as by 2030 Agenda/Pact for the Future, regarding requirements of all AI thematic areas, being its unified ideal framework/tool iii) Best available solutions realized or proposed in particular AI thematic area/s fitted to/aligned&integrated with particular SDG/s&or targets of the 2030 Agenda, with potential of including in one of above unified frameworks/tools Acting in that way would allow AI support for achieving the 2030 Agenda by framework i), at precising actual acting by GDP regarding especially role of cognition/knowledge and ICTs&AI with their identification&measuring&management according to precise framework of our ideal managed sustainable development enabled by ICTs&AI ii) and continuing realizing as by framework i) according to&with the framework ii)
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
I would propose building upon and with connecting with activities of global structures initiated by the UN, as having competences and experience in acting in their fields a) WSIS dealing with using ICTs with AI for building inclusive people-centered development-aimed World Information Society, combined with AI for Good dealing detailed with AI, and Internet Governance Forum IGF as dealing with the Internet, led by ITU b) My entity (Marchlewicz Marketing Management Agency), as built science-underpinned fundamental law based model/equation of our existence explaining it with clearing roles&measuring&managing of our cognition and ICTs&AI in it, with precising GDP and its strategic guiding by 17SDGs of the 2030 Agenda&AAAA/Pact for the Future , presented in own session at WSIS+20 Forum High Level Event 2024 c) HLPFs, dealing with implementing sustainable development by the 2030 Agenda by countries, also World Urban Forum dealing with implementing the Agenda at local/regional level/s, d) UN Global Compact representing companies as entities mostly engaged&experienced in developing&using ICTs&AI e) World Data Forum with UN Statistics, as dealing data and statistics f) WIPO as dealing with protecting of IP rights also in context of AI, also ILO g) Science-based High-level expert groups, panels, Multi-stakeholder Forum on STI for the SDGs, responding Nobelists, also UNIDIR The AI Dialogue could bring added value to their activities by overview, thanks to global precise consultation available concrete solutions realized or proposed, and identification of the best most reliable including especially science-underpinned ones, cross-cutting development&ICTs&AI, with Their engagement, making that known to all Partners, and proposing clear and common unified and integrated way forward.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
In my opinion due to the aim of the Dialogue of delivery governance of AI enabling its contributing to implementing Sustainable Development Goals, and closing digital divides between and within countries, the Dialogue should be focused on its achieving so identification of best most reliable highly professional solutions among available ones including through this open global Consultation, with participation of entities preliminary selected by the Dialogue for presentation their solutions in three categories as I proposed in (13), and suggested in (14a-b), and of representatives of entities which would evaluate and recommend them as suggested in (14c-g). The Dialogue could have format similar to scientific conference, with three subsequent sessions responding to three categories of solutions, with overview of preliminary selected ones, and following Q&A and evaluation, at moderation by the AI Dialogue. It should be open, as in person or online, for all other entities from all countries, especially that which are already engaged in the subject, and are or would be responsible for implementing the solution/s.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
As for the AI Dialogue would be most important to identify best solution on safe secure trustworthy AI contributing to global implementing the 2030 Agenda and equalizing global also digital divides, there should be conducted with participation of entities already engaged seriously and actively in its realizing or contributing to it, from all countries, secured as in person and/or online, with eventual financial support for small one but active, not funded by public money. So with focus on achieving that difficult and necessary aim, not on representing of all voices. Anyway it would make sense to disseminate information on the Dialogue – by governments and media, including on possibility of watching the Dialogue by UNTV individually or if not accessible - in groups in dedicated public spaces.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
I think that fostering meaningful and dynamic engagement at such serious subject of the AI Dialogue would be achieved by format and classical procedure of scientific conferences: presentations, discussions, at moderation by Co-Chairs, provided that presentations will concern and deliver something very important and quite new, and discussions (and eventual evaluations) will be conducted with&by highest professionals.
