The first Global Dialogue on AI Governance would be a resounding success if it concluded with the formation of a Global Convention—with elected delegates of the people from every nation—to propose a comprehensive, legally-binding, and enforceable global treaty on AI, to permanently ban the continued development of frontier AI systems.

AI has been forced upon the general population without informed consent. It is like a parasite that has entered every aspect of our social, educational, political, and even our familial landscape. It robs us of our humanity, our creativity, our jobs, and may even cause human extinction. Like any parasite, it cannot be accommodated or tolerated. It must be eliminated. Here is a partial list of the negative impacts that AI has already had in a wide range of areas: • Military (including taking humans out of the lethal decisions and autonomous weapons that fuel genocide) • Oppressive surveillance (encourages fascism and moves us towards a police state) • Environmental damage • Educational degradation • Loss of Critical Thinking Skills • Loss of social skills • Copy right infringement • Employment (loss of jobs) • Existential risk of ASI • Loss of purpose (without meaningful, creative, productive outlets, we lose meaning in life) • Reinforcement of bigotry (the bias of the creators is built into these systems) • Loss of human control over supply chain • Deep fakes • Use for human manipulation • Negative psychological effects (encouraging isolation, loneliness, false hope, and even suicide) • AI psychosis • Privacy • Widening social-economic inequality • Rendering human beings obsolete • Cyber attacks • Used by governments to violate freedoms and rights • AI being otherwise a tool of subjugation and a threat to the human species

The possibility of human extinction in the near term is real and urgent if frontier AI models (Artificial General Intelligence and Artificial Super Intelligence) are permitted to be pursued. All research and support of these need to stop now. Additionally, the themes listed above do not capture these serious problems of AI: • Gradual disempowerment • Loss of human control • Loss of purpose • These systems are being forced upon us without any informed consent.

There is one huge gaping black hole of gap. The people of the world are not being informed or educated on the influence, control, and reach of AI. The people of the world are not being informed or educated on what these systems are currently doing and how they work (or don't work.) The people of the world are not aware of the fact that many of the CEOs of the major AI companies are transhumanists, support a racist vision of eugenics, and are seeking to control the world. There needs to be global citizens' oversite panels that are not just made up of experts, but of everyday people of the world. Currently the US government is trying to completely deregulate AI whereas the opposite needs to occur. Although many of the downsides of AI are becoming more and more apparent, very few are aware of the existential risk to humanity that even the CEOs of these companies acknowledge.

The AI Dialogue should have no tolerance for elevating AI systems to the status of "species" and no tolerance for the idea that AI should replace humanity. The role of AI Dialogue is to empower the people of the earth to form a Global Convention—with elected delegates of the people from every nation—to propose a comprehensive, legally-binding, and enforceable global treaty on AI, to permanently ban the continued development of frontier AI systems.

Every person on this earth is a stakeholder. They must be able to contribute more than just what this portal offers. Most are not even aware that this portal exists. What kind of outreach has there been to solicit the voices of all global citizens? The important issue of AI governance must not just be in the hands of a few. The people must be empowered, not just the AI companies or their "Safety" spin offs. Most people, upon becoming informed, realize that there is no way to build ASI that will remain safe forever. It needs to not be built. Town halls, educational presentations, and solicitation of individual and community input must be done in every corner of the earth. All citizens on earth must be empowered to form a Global Convention—with elected delegates of the people from every nation—to propose a comprehensive, legally-binding, and enforceable global treaty on AI, to permanently ban the continued development of frontier AI systems.

There are 8.3 billion people on the planet. How many are you actually reaching? • NO AI tools should be used in this process. • Facilitate actual human beings talking face to face. • Focus on human centered solutions that humans create. • Get people with opposing views to talk to each other. • Establish a way in which a Global Vote could be taken.

The only effective AI governance is governance that does the following: • Bans all frontier AI models • Keeps all existing AI under strict human control • Prohibits and prevents any AI system from causing harm or violating freedom and rights • Ensures the enforcement of the above with strict and immediate legal consequences
