Artificial Intelligence (AI) reflects human decisions, which significantly influence its outcomes. This creates both risks and opportunities for local cultures, belief systems, and languages—particularly for vulnerable groups and entire regions. AI also has a notable environmental impact, especially concerning data centers, where the energy and resources consumed may primarily benefit AI systems outside the host country rather than local communities. Additionally, Generative AI can directly or indirectly affect mental and physical health, especially among younger generations, as seen in other global regions. Given these challenges, fostering education and open dialogue with all societal groups is essential. This approach is critical to building and maintaining Trustworthy AI Systems that align with ethical, cultural, and environmental values.

• Protection and promotion of human rights
• Transparency, accountability, and human oversight

Digital technologies, including AI, should advance the progress of humanity. To achieve this, societies must engage in open discussions about the kind of AI they need and desire, defining these priorities through AI Governance. Effective regulations, as well as transparent and auditable AI systems, are essential. This also requires educating and empowering citizens to ensure responsible and inclusive AI development.

The dominance of major AI players in global markets creates power imbalances, making it difficult for countries to establish effective AI governance. This challenge is further compounded by existing vulnerabilities in the rule of law.

Many countries and regions face challenges such as limited AI education, insufficient budgets, and weak rule of law, which hinder their ability to develop effective and culturally aligned AI governance. However, diversity—encompassing different perspectives, logic, art, and spirituality—can foster unique understandings of AI. This not only benefits local communities but also enriches global AI development.

Dialogue fosters understanding among diverse stakeholders, enabling empathy and a deeper appreciation of their unique requirements and aspirations for AI.

The dialogue must engage existing international and local organizations, as well as governments. AI is not a revolution, but an evolution of past developments—it should therefore connect with ongoing discussions to build on existing frameworks and insights.

Diverse stakeholders bring unique perspectives that other groups may overlook. These include local and sub-cultural viewpoints, generational insights, and artistic expressions, all of which enrich the dialogue around AI.

Vulnerable groups—especially indigenous peoples—and younger generations must be given a stronger voice in shaping AI's future. Their perspectives are essential for equitable and inclusive governance.

A hybrid approach: online and in-person discussions. International discussions and local ones.

Regulations like the European AI Act and Brazil's proposed AI framework reflect different priorities. Brazil's approach, in particular, emphasizes biodiversity and human diversity, setting it apart from other global models.
