A successful dialogue must foster a geopolitical consensus that moves beyond "probabilistic software ethics." Currently, the global AI debate assumes that regulating cloud software is the only path forward. But the UN must acknowledge a harsh mathematical reality: competing with the frontier compute clusters of the US and Open models of China is a lost war for the Global South and non-aligned states.
