In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
Sharing of AI Governance in a way that addresses both the opportunities and risk that can be immediately applied, as well as implemented over the medium and long-term. For me, it would be to share my research on AI Governance at runtime execution, so that Governance is not just policy above where AI has already made the decision and it is too late.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Safe, secure and trustworthy AI
- Transparency, accountability, and human oversight
- Interoperability of governance approaches
- AI capacity-building

My Doctorate research When Money Thinks: A Runtime Governance Architecture for Continuous Financial Execution drives the selection to achieving safe, secure and trustworthy AI through Interoperability of governance approaches, by sharing build AI capacity-building, to ensure Gen AI and Agentic AI increase in Transparency, accountability, and human oversight.
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

There are emerging technology advancements that should be addressed within the stated themes. The lack of Runtime execution governance, demonstrated specifically by the latest unauthorized use of Claude Mythos by a group of 4 users that "guessed" the login.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
Governance of AI as policy before or after Agentic AI has already made the decision is allowing the passive transfer of control without transparency from Human decision making, to AI reward seeking, or tightening.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
By sharing research advancements, the attendees can implement their learning through AI Governance at runtime execution into the code, not just policy.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
AI Dialogue should aim to build a bridge between the theoretical implementation of Governance and the execution of Governance that has already quietly shifted to human decision objection, versus predecision Governance.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
Education of all participants from the strength and challenges of government, private, and academic view point are required to truly address the question of AI Governance.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
I think that voices are represented, but in silos. It is the learning from each other, and the cooperation that will bring solutions. Sharing, but also listening, developing a deep understanding of both the theoretical and the technical part of the problem and the solution.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
The theory of Governance framework demonstrated in a digital twin of the digital payment treasury transfer system, so that the audience can see the framework, hear or read the explanation, and experience the system that had runtime execution governance.
Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.
