In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

I represent the Sovereign Integrity Project, an unincorporated association dedicated to reclaiming human agency in the age of AI. We propose that the Global Dialogue moves from 'Principles' to 'Protocols.' Our framework, the Magna Carta Silicium, utilizes Zero-Knowledge Proofs to allow for Verification without Surveillance. This means a nation can prove an AI is fair and safe—using benchmarks like Sony's FHIBE—without the developer ever seeing a citizen's private data. We are replacing the 'Black Box' with a 'Glass Ledger' of cryptographic receipts. To bridge the gap between model-tier and recipient nations, we propose a 3-of-5 Human Multi-Signatures for high-risk deployments. This ensures that no single corporation or state holds the final key. One of those five keys should be reserved for a Citizen Auditor, ensuring that the people most impacted by AI have a literal, technical veto over its execution. This is 'Human-in-the-Loop' as a technical reality, not a slogan. We propose that the July Geneva Summit hosts a live demonstration of this Digital Governance Infrastructure. Let us show the world that the Global Digital Compact has teeth. We invite the Co-Chairs to review our technical Standard Operating Procedure and join us in building an AI that is as sovereign as the humans it serves.

The Sovereign Integrity Project proposes the adoption of a Dual-Verification Framework for the Panel's 2026 Annual Report. To move beyond qualitative "Ethics Assessments," the UN must champion technical standards that enable Verification without Surveillance. We recommend the integration of: 1. Sony's FHIBE Benchmark for intersectional fairness auditing. 2. Zero-Knowledge Proof (ZKP) Protocols for privacy-preserving compliance reporting. 2. Technical Recommendation: Intersectional Auditing Current AI assessments often rely on "aggregate" fairness metrics that mask deep disparities in marginalized subgroups. The Panel should endorse the Fairness Hierarchy in Image-Based Evaluation (FHIBE) as the global baseline for evaluating high-risk computer vision and multimodal systems. This standard ensures that AI "Integrity" is measured across 1,234 self-reported identity groups, preventing the "Erasure by Averaging" common in current industry self-reporting. A primary barrier to global AI cooperation is the "Transparency Paradox": nations and developers refuse to reveal proprietary weights or sensitive training data. The Sovereign Integrity Project recommends the use of Zero-Knowledge Proofs (ZKPs) to communicate audit results. Developers generate a succinct mathematical proof that their model satisfies the Magna Carta Silicium's fairness and safety constraints. The Panel can verify the "Proof of Integrity" without ever accessing the underlying "Black Box" IP. In alignment with the Global Digital Compact (GDC), this framework supports the Trust Dividend model. By utilizing decentralized ledgers, we propose that the Panel monitors a "Global Safety Fund" where non-compliant frontier models face automated "Slashing Events" via smart contracts, with proceeds diverted to AI capacity-building in the Global South. We invite the Panel to review the Sovereign Integrity Project's live Glass Ledger as a reference model for "Digital Public Infrastructure" (DPI). We remain at the Panel's disposal for a technical briefing ahead of the July 2026 Geneva Summit.

Yes, solutions. The Pax Silica Initiative (launched Dec 2025) is the 21st century's answer to global stability, shifting from an oil-based economy to a computer-based one. However, traditional governance is too slow to manage AI-speed threats. Our blueprint proposes a Constitutional AI layer that replaces "trust-based" promises with cryptographic certainty. To build a "Silicon Peace" that doesn't devolve into a "Silicon Prison," the AI must be bound by principles that prioritize human agency over raw order. Our project focuses on negative constraints (what the AI cannot do) and affirmative duties (what the AI must protect). A Pax Silica without these safeguards isn't a peace treaty; it's a global terms-of-service agreement that no one can opt out of. By "hard-coding" ethics through math (ZKP) and principles (CAI), we shift the power dynamic. The AI becomes a custodian of the environment, rather than a warden of the people. The goal isn't a world without friction, but a world where friction leads to growth instead of glass. A Pax Silica must not be a "final solution" to human conflict, but a stabilizing floor upon which human civilization can continue to evolve. By hard-coding privacy through ZKPs and ethics through CAI, we ensure the "Silicon Peace" serves humanity, rather than managing it.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

While we applaud the Roadmap laid out by Estonia and El Salvador, we must be candid: The public's distrust of AI governance—and of global institutions like the World Economic Forum—is at an all-time high. People don't want a new committee; they want a Kill-Switch they can see and trust. We welcome the dialogue, but we reject the bureaucracy. We do not need more "Committees of Experts." We need Code that Obeys. The Sovereign Integrity Project is here to ensure that the "Silicon Stack" serves the many, not the few. The Sovereign Integrity Project believes that trust cannot be demanded—it must be mathematically proven. We are moving the world from "Don't be evil" to "Can't be evil." It is time for an AI that is as transparent as the values it claims to protect.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

Our slashing protocol turns AI safety into a tool for development. By staking Safety Tokens, corporations provide an automated insurance policy for the Global South. If the AI fails, the redress is instant and programmable.

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

Sony AI's work on FHIBE and Anthropic's work on Constitutional AI. Both could become benchmarks in fairness auditing, which we'd like to build on with our 'Human-in-the-loop' 3-of-5 Multi-Sig and Citizen Auditors.

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

Stakeholders need to be able to network and communicate efficiently as many have stated this is a complex and holistic problem. Which will need the best minds and those with the vison to see this potential crisis as an opportunity for long term improvements in all areas of society.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

The publics distrust only grows, communities without access to digital services or which lack understanding in the subject need more advocacy. We need to reach out more to work with those affected by these issues.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

Smaller events to ensure all voices are heard and stakeholders can network to collaborate and work together on solving these issues.
