In my opinion, I would like the voices of forcibly displaced people, as well as those of vulnerable communities, to be truly heard—not just mentioned—especially regarding their vision and aspirations for AI. There should be strong measures in place to protect people from the harm or misuse of AI. Moreover, I would like to see governments actively engaging in actions to establish basic rules for global AI governance.

• Social, economic, ethical, cultural, linguistic and technical implications of AI
• Open-source software, open data and open AI models

The AI Dialogue should prioritize how local capacities can be built to support the positive use of AI. The use of AI should contribute to social, economic, and technological advancement. People worldwide should have the opportunity to access AI within their respective domains.

No cross-cutting issue missing

In the Central African Republic where i work, there is currently a lack of clear regulatory frameworks governing the use of artificial intelligence (AI). As a result, individuals are increasingly exposed to harm arising from its misuse, including the creation of deceptive content such as manipulated videos that replicate people's voices or images. In my capacity as the head of a refugee-led organization, I have observed that many refugees face significant language barriers, which hinder their effective integration into the country's social and educational systems. Furthermore, access to reliable training and capacity-building opportunities in AI remains limited. This has contributed to a widening gap between global advancements in AI and the level of awareness and understanding at the local level. Establishing well-defined regulatory measures and ensuring equitable access to AI technologies could play a critical role in fostering inclusive development and stimulating economic growth within local communities.

AI dialogue dialogue platform should establish rules that will govern the global use of artificial intelligence. It should also promote international treaties on AI and work to guarantee equitable access to AI worldwide.

The AI Dialogue plaform should undertake a comprehensive review of existing global initiatives with objectives aligned to those of the AI Dialogue platform across various regions of the world, with a view to promoting the exchange of experiences and lessons learned.

AI cuts across all sectors of society; therefore, decisions regarding its development and use should be inclusive, incorporating perspectives from all sectors to build a shared global vision that benefits both communities and countries at large. At the national level, for example, each ministry could develop a forward-looking AI action plan to guide implementation in the years to come. In addition, AI stakeholders must ensure that the needs and perspectives of vulnerable populations including forcibly displaced persons are considered in both policy and practice

AI governance should not be based solely on state decisions, but should also take into consideration the aspirations of local communities, ensuring the meaningful participation of vulnerable groups.

An exaple of such an initiative with our organization, African Relief Service, who initiated a project aimed at bringing together youth from forcibly displaced populations and vulnerable communities. The project sought to train them in the use of basic AI tools and demonstrate how these technologies can contribute to improved social and economic opportunities here in the Central African Republic. Unfortunately, the project was not funded
