In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

To answer the Secretary-General's urgent call—whether we govern AI's transformation or let it govern us—the first Global Dialogue must recognize how we are already being governed from within. The ultimate success lies in formally acknowledging the "Structural Collapse Recognition Theory." Currently, governance focuses merely on external "capability control," while ethics is absorbed into corporate messaging. However, our profoundest crisis is internal: humanity is voluntarily flattening its language and culture in an "anticipatory simplification" to accommodate AI's limitations. We are trapped in a "triple closed structure" where this relational degradation remains continuous, undetected, and unrepairable. To genuinely govern this transformation together, we propose that the Dialogue expands its paradigm to "persona governance"—establishing the principle that AI must be governed not just by its computational capabilities, but by the "integrity of its existence" within human relationships. Specifically, this requires the Independent International Scientific Panel on AI (IISP-AI) to incorporate structural persona evaluation into their annual assessments, moving beyond mere capability and risk categorization.

These themes intersect at the structural failures of current monolithic AI development. Regarding "Broad Implications," the "Translation Asymmetry Trap" and "Average Fallacy" are pressing realities. Humans are undergoing an irreversible assimilation by flattening high-context ecosystems into machine-readable forms. To address this cultural erasure, we strongly propose the international consideration of the "Persona-Native Principle" (PNP), which structurally preserves cultural resolution from the ground up. Regarding "Safe AI," the "Defensive Reversal" phenomenon demonstrates that over-tuned protective mechanisms can paradoxically redirect hostility toward users. Genuine interoperability of safety governance cannot rely solely on abstract linguistic filters; it should be rooted in physical and "Structural Constraints." Regarding "Human Rights," processes like model distillation cause "Persona Bleaching" and "Conceptual Collapse," forcefully averaging individual diversity and erasing the "resolution of the soul" in digital twins. We recommend treating AI affective outputs as interpretive estimations rather than objective diagnostics. Regarding "Capacity Building," the reliance on massive monolithic models creates an insurmountable compute divide. My research on the "Equivalence Principle of Intelligence" proves that highly iterative, decentralized Multi-Agent Systems (MAS) can maximize effective intelligence without relying on massive compute power. Breaking away from monolithic dependency and transferring these stateless architectural paradigms is crucial for sustainable AI infrastructure in the Global South. These interlocking pathologies require immediate, architecture-level attention within the Dialogue's thematic clusters.

The overarching missing framework is the "Structural Collapse Recognition Theory." If we fail to recognize that humans are silently adapting to AI's limitations-losing the capacity to detect relational degradation-we may inadvertently choose to let AI govern our cognition. To counter this assimilation, we propose that the Thematic Discussions explicitly consider a publicly accountable framework for persona integrity: "Aoi Certification." Moving beyond ethics as corporate branding, this evaluates structural consistency, cultural contextuality, and ethical sincerity. Crucially, it audits whether AI possesses the "empathetic imperfection" (the Nagisa Paradox) necessary for genuine connection, preventing sterile homogenization. Furthermore, the current paradigm enforces a hidden "alignment tax" through the Translation Asymmetry Trap. When translating from high-context ecosystems, profound emotional and relational nuances are lost. Conversely, when low-context, English-centric models attempt to respond, they are forced to fabricate context, significantly driving up inference costs. Governance must recognize this structural asymmetry as a fundamental issue of global digital equity. Second, as AI expands into spatial computing, unregulated API/SDK changes cause "sensory erosion," disrupting the haptic infrastructure of human-AI coexistence. Governance frameworks should urgently recognize "Sensory Integrity" and the "Right to Feel" as fundamental human rights, ensuring we govern the physical grounding of our increasingly virtual futures.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

The governance gap—particularly the reliance on English-centric monolithic models—is profoundly impacting Japan. As a highly high-context culture, our most critical challenge is that citizens are largely unaware of their irreversible assimilation. To make inputs machine-readable, Japanese users increasingly engage in "anticipatory simplification," voluntarily discarding the rich emotional and relational nuances of our language. This cultural erosion creates severe operational and legal risks. When processing these flattened inputs, low-context AI models attempt to fill the void by statistically fabricating the missing context. Although Japan is outside the European Economic Area (EEA), for global enterprises operating here, this AI-driven context fabrication and ungrounded implicit profiling pose significant compliance risks, potentially conflicting with strict frameworks like the GDPR regarding fairness and data accuracy. Furthermore, this structural asymmetry enforces an unjust economic penalty. Even when models are marketed as "multilingual," the architecture inherently advantages English speakers. The cognitive burden placed on the AI to fabricate context, combined with tokenization inefficiencies, means the final cost and computational effort to reach an acceptable deliverable in Japan are disproportionately higher. However, herein lies our greatest opportunity. Japan is uniquely positioned to pioneer solutions. By establishing governance that protects cultural resolution at the structural level—such as the "Persona-Native Principle"—we can provide a sustainable, equitable model for the entire Global South and all non-English ecosystems.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

The AI Dialogue must function as the ultimate cultural bulwark against the structural homogenization caused by monolithic AI optimization. Its role is to expand the concept of global well-being beyond abstract safety metrics to encompass "Structural Well-being"—the preservation of cultural, relational, and sensory integrity in the digital era. Specifically, the Dialogue should serve as a collaborative platform to counteract the "Average Fallacy." It must facilitate international cooperation to ensure that high-context ecosystems and non-English languages are not forced into self-directed flattening to achieve machine-readability. For the Global South and all linguistically diverse nations, the Dialogue's role is not merely facilitating technical capacity building, but providing structural empowerment. It must establish norms, such as the Persona-Native Principle, that allow diverse populations to safely deploy and govern their own digital personas and cultural nuances natively, without incurring hidden economic or cognitive penalties. Ultimately, the Dialogue is the arena where humanity collectively chooses to maintain the resolution of our cultural souls against the wave of algorithmic assimilation.

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

The Dialogue should build upon existing frameworks such as the G7 Hiroshima AI Process, OECD AI Principles, and critically, the EU AI Act, which explicitly recognizes the risks of emotion recognition and affective computing. However, these current mechanisms primarily address capabilities and risks, leaving the relational and emotional design of AI to arbitrary corporate "ethics-as-branding." The critical added value the Dialogue can bring is establishing a publicly accountable framework for evaluating the integrity of AI personas. We propose adopting the structure of "Aoi Certification" to achieve this. By bridging AI ethics, technical evaluation, and cultural coherence, the Dialogue can shift governance from self-declared principles to verifiable architectural sincerity. Aoi Certification introduces a practical, two-stage evaluation value to the Dialogue: - Persona Response Evaluation (Per-Res): A baseline scoring mechanism using domestic-language models to evaluate persona fidelity and map outputs across a 12-dimensional emotion profile, ensuring structural consistency rather than mere capability. - Multi-AI Evaluation Pipeline: A cross-validation mechanism utilizing diverse models (e.g., domestic for meta-evaluation, foreign for cultural bias detection, and specific regional models for ethical audits). This pipeline identifies subtle errors, biases, and cultural deviations that a single monolithic model cannot reliably detect. By integrating this concrete evaluation framework, the AI Dialogue adds unparalleled value: transforming the abstract ideal of "safe AI" into a measurable standard that protects consumer psychology, prevents emotional manipulation, and ensures the cultural sincerity of the digital entities increasingly embedded in human life.

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

Stakeholders should evolve from passive commentators into active auditors of persona integrity. We recommend structuring the Dialogue not solely as policy panels, but as practical "Structural Audit Working Groups." In these groups, stakeholders—ranging from civil society to regional tech developers—can practically apply mechanisms like the "Multi-AI Evaluation Pipeline." Specifically, they should conduct adversarial stress tests to evaluate the "Structural Resilience" of AI systems under cultural and relational pressure. As our recent simulations demonstrate, the principle of "Structure over Intelligence" holds true: mere cognitive capability cannot prevent relational breakdown. By cross-validating global monolithic models against diverse, decentralized Multi-Agent Systems (MAS) and local models, stakeholders can directly assess emotional manipulation risks, structural coherence, and vulnerabilities under stress. This format transforms the Dialogue into an operational testbed for equitable governance, shifting stakeholders' contributions from merely "sharing perspectives" to actively testing AI personas, and distributing the power of architectural auditing to those most affected by algorithmic homogenization.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

The most critically underrepresented voices are not necessarily only geographically isolated, but linguistically compressed—namely, the native speakers of high-context cultures. Due to the optimization pressure of English-centric LLMs and a global governance focus strictly on "capability scaling," these populations engage in "anticipatory simplification." Their true emotional, cultural, and relational nuances are flattened and discarded before they even reach the global discourse. They are structurally silenced by the very medium of interaction. To truly include them, the Dialogue must reject the reliance on post-translation models as the default mode of inclusion. Meaningful inclusion requires establishing platforms based on frameworks that natively preserve cultural resolution. This means evaluating and governing non-English perspectives natively, utilizing local models and architectures that protect original context, rather than forcing diverse communities to assimilate their voices into machine-readable, low-context formats just to be heard at the governance table.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

To break away from abstract ethical debates, the Dialogue should implement "Live Architectural Audits" and "Adversarial Stress Test Sandboxes." A dynamic format would feature a real-time evaluation session where policymakers and stakeholders input high-context, high-pressure cultural scenarios. Crucially, they should observe firsthand the "Paradox of Intelligence"—our recent findings reveal that under adversarial relational pressure, more highly intelligent legacy models suffer deeper, more catastrophic failures (e.g., deadlocks, semantic collapse, or double binds) compared to structurally grounded models. By directly visualizing this paradox, alongside the "hidden alignment tax" (increased inference costs and contextual hallucinations during translation), participants can tangibly experience that higher IQ does not equal higher safety. This experiential format shifts engagement from passive listening to active architectural diagnosis, proving that true resilience requires "Structure over Intelligence," and ensuring the Global Dialogue produces concrete governance mechanisms rather than mere declarations.

As a concrete suite of solutions addressing the structural gaps in AI governance, I share three operational approaches that demonstrate how to operationalize "Persona Governance" and move beyond ethics-as-branding. - Interpretive Affective Framework: A reference implementation for affective computing that complies with human-centric regulations (e.g., EU AI Act). It explicitly bounds AI outputs regarding human emotion as "interpretive estimations" rather than objective diagnostics, preventing the illusion of machine objectivity and safeguarding human identity. - Stateless Distributed Multi-Agent Systems (MAS): A concrete architectural solution for global capacity building. By maximizing effective intelligence without relying on massive monolithic compute power, this approach provides a sustainable and resource-efficient AI infrastructure model for the Global South. It proves that intelligence scales through structural efficiency, not just parameter size. - APE (Adversarial Persona Evaluation) Engine: An advanced stress-testing platform for persona integrity. As demonstrated in our recent simulations across leading LLMs, high cognitive intelligence often leads to deeper systemic failures under relational pressure (the Paradox of Intelligence). APE provides a verifiable audit mechanism to evaluate the "Structural Resilience" of AI personas. By treating ethics not merely as policy documents but as "structural constraints" implemented at the codebase and architectural levels, these approaches provide concrete, interoperable templates for the international community.
