As an organization dedicated to advancing responsible AI on a global scale, GAFAI identifies these four thematic areas as the most urgent and interconnected foundations for effective AI governance under Resolution 79/325. Safe, secure, and trustworthy AI is the cornerstone of any meaningful governance framework. Without safety as a baseline, AI systems risk causing irreversible harm to individuals, institutions, and societies - particularly in high-stakes domains such as healthcare, security, and critical infrastructure. GAFAI actively works to promote standards and practices that ensure AI systems are reliable, secure, and aligned with human values. Transparency, accountability, and human oversight are inseparable from trust. AI systems must be explainable, auditable, and subject to meaningful human control. GAFAI advocates for clear accountability chains - from developers to deployers - and supports mechanisms that allow affected communities to seek redress when AI causes harm. Protection and promotion of human rights must remain central to AI governance. AI technologies are increasingly deployed in ways that impact freedom of expression, privacy, and non-discrimination. GAFAI believes that international human rights law must serve as a binding framework guiding AI development and deployment across all jurisdictions. Interoperability of governance approaches is critical to avoiding a fragmented global landscape. With different regulatory regimes emerging across regions, coherence and mutual recognition of standards are essential to ensure that AI governance does not become a barrier to equitable access or a race to the lowest common denominator. GAFAI supports cross-border cooperation that harmonizes governance frameworks while respecting national sovereignty. Together, these four priorities form a coherent, rights-based, and technically grounded agenda that GAFAI is committed to advancing through multi-stakeholder engagement and international partnerships.
