In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
Artificial Intelligence is nothing but artificial ignorance. It will never start wars, fracture nations, or run public health. That fantasy is pure nonsense. AI is not a runaway train; it is a locomotive driven by very human hands controlling the entire railway empire. It has no bio-intelligence, no beating heart, just code, brilliant code, but as lifeless as stone. Nevertheless, today's AI is the most extraordinary programming ever created by coding geniuses. Its business results are astonishing, but only when paired with two distinct knowledge types and two opposing mindsets. Explicit Knowledge – everything that can be written down in steps and replicated: accounting, law, compliance, textbooks. This is the playground of academia, corporate bureaucracy, senior management, and job-seeker mindsets. Large enterprises with armies of lawyers and accountants live here. AI will eliminate a billion jobs in the coming decade, mostly senior management roles that require explicit knowledge. Tacit Knowledge – the unwritable magic: swimming, riding a bike, sensing a market before it exists. AI has zero expertise here, but when its tangos with a human master of tacit knowledge, the dance is breathtaking.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

AI capacity-building;
Please briefly explain your selection.

The Oceans of SMEs: Population-Rich Nations Take the Lead The West perfected economic theory but never taught entrepreneurial execution. Its universities churn out credential-heavy job-seekers drowning in debt, not risk-embracing job-creators. Meanwhile, population-rich nations in Asia, Africa, and Latin America turned mobile connectivity into a planetary trading-post grid. A billion new micro-entrepreneurs materialised almost overnight. Knowledge, once the West's monopoly, is now a free commodity; scale and raw hustle are the new currency. Knowledge-rich nations watch their SME base evaporate and middle classes shrink, while population-rich nations spawn humming oceans of small factories and digital shops. The global economic baton has already changed hands. Recommendations: Knowledge-rich nations must abandon dying models and urgently import entrepreneurial mindsets through fast-track visas and incubators. The Decade-Long Expothon Narrative Foretold This Exact Moment For over ten years, Expothon warned of a world split between minds and explicit knowledge, the tacit knowledge and the divides. It predicted the rise of a billion mobile-enabled entrepreneurs, the death of debt-driven growth, the emergence of "illuminated" versus "dark-in-debt" nations, and National Mobilization of Entrepreneurialism as the new economic superpower. Every single prediction materialized, while traditional institutions have remained silent or hostile. Recommendation: Make the Expothon contents reading in every economic ministry. The Anti-Job-Creation Syndrome Destroying the West
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.
AI will change the world of performance this year, then repeat the change next year, and keep repeating it each year thereafter. The rate of innovative spin will drive transformational change across more than 100 countries. A tsunami of "Mind-First Era" will sweep the "physicality of work" and push mankind to a slightly higher stratosphere, where entrepreneurial mysticism will lead, as the only known force that assumes payroll responsibilities and creates SMEs that at times become from tadpoles to Godzilla-sized global giants. Each single global giant enterprise in existence today was only created on this principle. In other words, Artificial Intelligence will face a pided world with two mindsets. The Universal Mindset Divide Job-seeker Mindset (Explicit Knowledge): They build organizations. They are formally educated, career-oriented, and hierarchy-optimized. Their survival strategy is advancement within existing systems. They are risk-averse, compliance-driven, and institutionally rewarded. They have comfortably mastered the explicit knowledge. Explicit Knowledge is written, ready to read, repeat, practice, memorize, train others, and improve step by step. Most academic, well-educated degree holders, including STEM professionals, economists, coders, accountants, lawyers, and mathematicians, fall into this category. The world's largest senior management teams developed over the last century are all experts in explicit knowledge. Job-creator-Mindset(Tacit Knowledge): They originate SMEs. They take responsibility for payroll, repeatedly take lifelong risks, and invest capital, credit, reputation, and personal stability to create value from nothing. They are driven by instinct, not permission. Without them, no new enterprises exist. Without job-seekers, enterprises cannot professionalize.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
Why is this the most critical and important issue about the existence of AI as a business tool? Two Victories of AI Liberation from Bureaucracies: AI will replace very fast all senior management jobs, the long-standing traditions, the walls full of degrees, the binder shelves, and mathematical measurement devices and procedures; all will vanish. This will unlock billions of dollars in savings for national economies every day. Oceans of SMEs: AI will tango with sandbox dancers, creative, entrepreneurial job-creator mindsets, like yo-yo jumping from one odd solution to some crazy rule-breaking, non-traditional conclusions. This is where traditional explicit knowledge bearers throw up in disgust at such reckless risk-taking behavior. Mandatory is the study of the last 100 entrepreneurial ideas, how they emerged, and why they are driving our daily lives in every aspect. Potentially 100 million new SMEs will emerge, and the existing ones will grow faster. Bottom line, still not properly understood by the AI global leadership, as they remain still occupied with coding refinement, and stock evaluation, but tabling any ideas on this mindset pides and how some 100 million SMEs will arise on this manifesto, and if the world is prepared to adjust to when the institutions' knowledge and education in general will be replaced with highly demonstrable immediately functional skills. Five Immediate Calls to Action: One-Day of Audit: Study fast why 99% of economic teams across 100-plus free economies responsible for economic growth and new job creation have never taken the responsibilities of payroll or taken lifelong risks and have never created a small or medium enterprise and generated any revenue. Does this explain enough why there are failures in job creation? To create jobs, never mandate job-seekers; work with job-creator mindsets. One-Month Challenge: Every nation has its SME sector as the largest sector of the national economy, yet it remains unclassified, uncategorized, and undigitized, unable to participate in global export platforms. It takes 30 days to identify 1,000 to 10,000 high-potential SMEs, organize them, and place them on the right digital platforms. When were such actions activated?
What role can the AI Dialogue play in advancing international cooperation on AI governance?
A nation can: Design SME mobilization policy in 10 days. Identify and mobilize 1,000–100,000 SMEs in 100 days. Generate visible global economic momentum in 1,000 days. Anything slower is institutional denial. This requires entrepreneur-led governance, not academic abstraction. Ask AI how the above will unfold in your national regions and get an analysis this very hour. Prepare for the Downfall: Explicit Knowledge Is Dying. AI is devastating explicit knowledge at scale. Entire professions built on written mastery will shrink rapidly. Nations teaching yesterday's explicit knowledge are manufacturing tomorrow's unemployables. When AI audits centuries of written curricula, it will erase entire layers of senior management. Economic Intellectualism is all explicit knowledge, like finance or law, hence global organizations with thousands trained on the same binders and manuals. These are the same repeated games of theorems. AI eradicates explicit knowledge at scale. Economics counts and explains money. Entrepreneurialism creates value. Prepare for the Rapid Rise: Tacit Mastery Is on the Rise. When it amplifies tacit entrepreneurial mastery, millions of SMEs will scale at speeds never seen before. Entrepreneurial Mysticism is unique in every way, type, size, style, imagination, execution, delivery of promise, and growth rate. No formula or theorem can ever define, categorise, or match such productivity, performance, or profitability. These are mystical dances in the sandboxes of extremely risky games. Entrepreneurialism creates value. At the same time, AI is amplifying tacit mastery, pattern recognition, judgment, creativity, and entrepreneurial instinct. This transition will redefine employment, value creation, and national competitiveness. Economics measures outcomes. Entrepreneurialism creates them. AI amplifies tacit mastery exponentially. Ask AI to Verify: How Expothon predicted years ago, and how it can create and guide Global SME Hubs to manage regions and quadruple productivity, performance, and profitability via SME mobilization.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
The problem: over the past few decades, job-seeker mindsets have dominated economic teams, rendering job-creation methodologies ineffective. Signs include policy paralysis and persistent failure to birth scalable enterprises. Noise arises from endless expert panels and theoretical models that ignore this pide. Signals show in inequality spikes, migration crises, and populist surges fueled by idle populations. Expothon narrative demands self-discovery of mindsets for comprehension – without balancing with proven creator thinking, economies stagnate. This truth holds because it exposes why theorems fail while entrepreneurial instinct succeeds. Study China, how it created 100 million SMEs, and now claims to have the world's largest group of highly skilled and motivated workforce, larger than all the workforces of Western economies combined. What are India and other nations doing, and why? Entrepreneurial mysticism will shape the future of economies, and economic intellectualism will morph with AI, replacing all the economic theorems. First Build Nation: Countries grow on their own. In the next 1500 days, it is 2030. For example, China may stop selling paper clips, as tariffs are out of the window, and start selling turnkey airports, super trains, dams, and bridges to many dozens of emerging economies, quadrupling its GDP within a decade. Other nations can watch all this live online and remain grounded in old economic thinking. Conclusion: Do not blame capitalism, audit and scrutinize your economists. Do not blame communism; visit China and talk to the Chinese.
