In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
Inclusivity - The Global Dialogue on AI Governance is to ensure that they introduce a summary of guidelines in hard copies or soft copy by setting frameworks for the developing and developed countries and data protection/security measures not leaving out the indigenous regions with the majority found in African continent. Incorporate Focus Group Discussions (FGD)s or storytelling in a way that it is a knowledge sharing experience and presentations for G7 and G20 countries on how to make AI Governance a success where Information Communications Technologies (ICT) Experts train the attendees on Data Analytics, Data Security, Data Protection.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

Artificial Intelligence information to be safe, secure and trustworthy in future for example we have many new inventions or innovations being developed day by day. The history of many centuries ago is not expected to get lost by a click of a button or when websites are hacked or crash it can be very sad for the ones who value information we need AI which is safe, secure and trustworthy. Bloggers can create a "fake" story on You Tube adding "pepper" for them to get more views as you know it pays more for views. AI Capacity-Building for us here is urgently needed in Machakos County number sixteen (16) and trainning programmes to be introduced, I have realized during public participation the County governments do not like printing out the budget documents maybe due to cost cutting measures. When pregnant women go for antenatal care clinics there are no projectors in the health facilities instead they are given a mother and child handbook which has got details on the proper nutrition diet for the mother and child. The national and county governments are introducing the Constituency Digital Innovation Hubs countrywide, in some areas the Hubs are completely constructed and they have computers and internet connection for free access it is one of the best flagship projects. Social, economic, ethical, cultural, linguistic and technical implications of AI is not to cause stigmatization or discrimination when a person tries to access information which can not get translated to a local language. I hope in the near future majority of the languages will be used to input or offered in the AI digital platforms. AI will improve the social and economic livelihoods in a big way offer transformations for example we have MPESA here in Kenya by a telecommunications company known as Safaricom. The MPESA is used to transfer money countrywide and internationally when there are people who are working in towns send money to their rural folks. Safaricom offers phone buying of android mobile phones when they repay on daily, weekly or monthly basis; those who do not repay on time the phone gets locked. If an individual has gone for shopping and does not have enough money they can apply for a loan from Mshwari or Fuliza to be re-payed later. Open-source software, open data and open AI models is good for me every day is a learning experience when I visit the World Health Organization (WHO) it is encouraging to access open - source software see that most African countries are reducing the maternal and perinatal deaths which are preventable and Food Aid Organization (FAO) to learn about SMART Agriculture. There is a Makueni County number seventeen (17) has got climate advisories that have weather forecast summary, recommend crops and fodder to be grown in the sub-locations.

What are the institutions of higher learning going to do to prevent use of CHATgpt by students in universities and technical vocational colleges?
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
Social Health Authority (SHA) got introduced to provide health insurance to all, there has been a challenge to those who are seeking health services mostly in the government health facilities and hospitals. There has to be authorization from the SHA after the doctor or clinical officer recommends for tests or admission sometimes there is online system failure even when there is a medical emergency. Some medical services are not offered because some hospitals and health facilities are not equipped well, others wait for long to get booked for an appointment. The Machakos County has now purchased computers and installed software for all its health facilities and hospitals, the services are now offered online there is no printing it will save a lot of paper wastages. Next year we are expected to vote and for the last few months the politicians in different political parties have already started campaigning. There are some who have a good track development record in Kenya starting from education, agriculture and social protection but the ones who have poor governance their regions have got high poverty levels. A good example is Muranga County number 21 has got a good County Integrated Development Plan (CIDP) it has offered mentorship to the high school students, free TVET training to the youth, free tree seedlings, installed solar panels in most health facilities due to the frequent blackouts. There are some areas where the roads are well tarmacked, there are no traffic jams to central regions to and from Nairobi but the road to western and riftvalley regions has got traffic jams. For the last few weeks we have been having more than normal rains during this long rains season, there is poor drainages in Nairobi County it has been causing flooding and over 70 people have have lost their lives and property. Another challenge is the relocation of vehicle mechanics and people in markets who have been getting their source of income livelihoods. The Nairobi Governor said that there are civil engineers who will construct proper drainages in the capital city neighbourhoods.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
AI Dialogue is going to set the pace to those who are lagging behind in AI governance issues we will be more informed from the villagers to the stakeholders who are going to have international cooperation. AI Dialogue is able to share learning experiences in development for all to meet the Sustainable Development Goals and a chance to ask questions where there is no evidence based information, we need facts, honesty and accurate data. There is open governance as well as reviews to advance international conversations, set targets and deadlines which are acheivable.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
Set up of groups for ICT, Education, Health, Agriculture, Climate Change and AI advisory teams to network to do knowledge sharing.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
I can contribute to the AI Dialogue here in Kenya and ensure that there is a format that is simplified and summarized for the young and old to understand. It can use AI short videos, videos and photographs, capacity building. In Kenya we have the National Council for Population and Development who are stakeholders who formulate policies, coordinate development and they focus on reproductive health and sustainable development.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
The old people/indigenuos people, they do not get a chance to go for global discussions; some are in an area lacking electric power supply. The local villagers in rural settings are behind especially in AI governance due to bad road networks, the local chiefs, sub-chiefs, ward administrators can collect data information and forward to the regional to national to forward globally by having a chain of command.

Ministry of Agriculture, Livestock, Fisheries and Co-operatives, Data Governance Framework for Farmers Registration Data and Roadmap is a framework for governing agricultural data in Kenya has 5 pillars 1st pillar defines roles and assigns responsibilities for data stewards, data handlers, data experts and other staff. 2nd pillar addresses regulatory environment for collecting and processing farmers data which is governed by Data Protection Act 3rd pillar focuses on the policies and guidelines on how to manage farmers registration data 4th pillar of data governance is targeted at tools and practices which help individuals and entities apply policies and guidelines 5th pillar tackles questions regarding the establishment of key processes and procedures for data management Ministry of Health and Ministry of education websites send a privacy error message today in the websites that attackers might be trying to steal information its not secure. Anyway, there is a Kenya Health Information System (KHIS) used by health centres and hospitals to report the outcome of maternity services ANC, reproductive services when the health facilities meet for maternal and perinatal deaths surveillance review (MPDSR) meetings the health records officer uses a projector to inform the medics within a sub-county and an audit is done and the medic in-charge asks several questions for that not to happen again in future. Many delay cases have caused women to loose a lot of blood (PPH) we have been advocating for better interventions in our maternity hospitals.
