International cooperation on AI should seek to promote this revolutionary technology's potential and harness it to advance our countries' economic growth and people's prosperity. The Dialogue should provide a platform for Member States and multistakeholder partners – including leading industry, technical, academic, and civil society actors – to share challenges and solutions related to AI adoption and related policies, with an emphasis on empowering people worldwide to harness the technology's benefits. It should: • Focus on concrete solutions to real world challenges and opportunities. • Facilitate the sharing of best practices and lessons learned across different applications and end-use cases. • Avoid advocating for restrictive or burdensome regulation that would unnecessarily limit innovation, entrepreneurship, or access to beneficial AI technologies.

The United States addresses AI capacity building through targeted bilateral partnerships and programs and also provides concrete support for sovereign AI infrastructure development, including through the American AI Exports Program. This approach—focused on secure technology exports, investment, and technical cooperation—enables countries to develop local AI ecosystems and delivers measurable results without creating new UN bureaucracies or duplicative multilateral mechanisms. The Dialogue can complement these efforts by facilitating the exchange of best practices but should not seek to replace or coordinate bilateral capacity-building initiatives.

To maximize its value, the Global Dialogue should: • Include a high-level session for leaders from relevant institutions to share national AI priorities, information, and approaches, which could lead to voluntary coordination on shared interests between likeminded groups. • Provide opportunities to all stakeholders to showcase concrete solutions, including innovative AI applications that address shared growth, resilience, and policy challenges, share expertise, and enable them to engage directly with each other via interactive formats. • Welcome the inclusion of smaller, thematic breakout discussions that allow policymakers and stakeholders to engage in focused, interactive exchanges on specific issues and sectors. • Avoid relying primarily on long, plenary-type sessions dominated by prepared statements, which tend to limit genuine dialogue and problem solving. • Enforce time limits for speaking and circulate meeting agendas and background documents well in advance, at a minimum two weeks prior to the start of the meeting. • Not develop or coordinate policy, including through negotiating common positions, developing joint recommendations, or coordinating regulatory approaches among Member States, which is inappropriate in for this venue

Please see our attached statement. The Dialogue should not serve as a platform for expanding the mandates of UN entities beyond what Member States have explicitly authorized. UN coordination functions should remain limited and transparent, with clear accountability to Member States. Using this platform to create or expand new multilateral mechanisms that would duplicate existing efforts or expand UN mandates goes beyond what Member States agreed in the Terms of Reference.
