To ensure a balanced and substantive discussion, we propose clustering the seven mandated topics into three thematic pillars: Pillar I: Empowerment and Access. This merges capacity building, high-performance computing, and open-source development. We must treat AI infrastructure as a global public good to bridge the digital divide. Pillar II: Integrity and Rights. This groups human rights, transparency, and social/ethical implications. AI must be human-centric and grounded in international law by design, not as an afterthought. Pillar III: Convergence and Governance. This focuses on interoperability and human oversight. Our goal is not a single global regulator, but a "network of networks" where different governance approaches can coexist and communicate.
