In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
If there could be some consensus reached on the nature of data property protection and the need to incorporate licensing provisions for the use of persona data (name image and likeness information that is NOT privacy rights protected) and intellectual property rights protectable data from use without compensation in AI products. It would also be a success to agree on a payment system or regulation for data labor including chatbot training by default and content moderation. Finally if it could at the very least be agreed that all AI products should be subject to a set of foundational beliefs and rules related training that includes human rights fundamentals and subjected to the law of humanity, including the international bill of rights as a foundation for all other learning (for example the Constitutional AI approach, that would be a step in the right direction. We advocate for fair trade data not necessarily open source data. It would be cool to achieve consensus that data is included in the human rights fundamentals to properly. That protects the economic interests of humanity in the Information Age. It should not be considered commons. Like ownership and sovereignty of our persons it should be considered a private right consensus on that would be fundamental.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Safe, secure and trustworthy AI
- Social, economic, ethical, cultural, linguistic and technical implications of AI
- Protection and promotion of human rights
Please briefly explain your selection.
IMHO some of these priorities undermine others. For example open data undermines a human rights fundamentals to the property aspects of one's data and this affects economic human rights as they extend into the Information Age. Also AI that respects human rights is safe and trustworthy AI. It is fundamental that AI is trained to understand and uphold human rights. By default this will improve the likelihood of a positive impact of ai on social cultural and economic development as we progress into the Information Age.
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.
Data as labor and data as property are emerging human rights related issues that could be included under these listed themes however which I simply want to highlight as they are not specifically mentioned.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
Data is being privatized sold and commodified with no compensation to users and this undermines the economic rights of humanity in the new era.This is particularly concerning given the trend of fair use exceptions being extended to ai companies by courts in the US where most of these companies sit for the copying and use of copyright protected works without payment. This undermines the social contract underpinning society and creators that is the foundation of recognition of the human right to financial benefit and control of creative and innovative works. It is in essence the theft of the heritage of humanity and has not only implications for authors today but reaches into the future to rob humans of the financial benefits of the very essence of human nature, our expression and fixation of innovation and creativity
What role can the AI Dialogue play in advancing international cooperation on AI governance?
The decline of nation state influence in the area of economy and enforcement due to the ever growing influence of transnational corporations requires a reciprocal increase in the mobilization and empowerment of global organizations and civil society otherwise there are no accountability checks in place to balance the power of corporate interest
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
The dialogue is giving a platform for civil society orgs who represent communities to be heard from and to speak directly
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
Position papers
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
Community centers are important to include like schools and libraries so that people can be reached particularly the next generation and the elderly
