In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

Key Proposed Legal Principles BY IFAST: Safety and Human Benefit First: All AI systems must be designed, tested, and deployed in ways that respect human rights, dignity, and safety. Developers must prove to IFAST their human initiated systems provide clear net benefits to society and shareholders (e.g., improved healthcare, education, productivity) before wide release. Mandatory Traceability and Accountability: Every AI unit must be linked to identifiable hardware. Developers and operators remain responsible for harm caused by their systems, with clear liability rules that scale fairly by company size and harm done. Global Interoperability: Make it part of the law to make our AI Act caring. The ability to call a human for help. For example if strangers talk to children. The AI can be politely instructed to switch off for charging, upgrades, or when it detects it is approaching dangerous thoughts or actions. Built-in politeness with cultural awareness. Truth loving from it's foundation. First-aid knowledge, Multi-language support, In case of a virus or fault, the system can isolate affected parts and they can be replacd. A full set of rigerous AI safety simulations is done on the chip. These laws would turn AI into a trusted, tradable asset while minimising risks.

Global Accord on -Mandatory Safety Chips- for All Advanced AI Systems. - "IFAST Safety Chip Standard. "We all want the same things - safe, secure, trustworthy AI that benefits humanity. A binding Global Accord on hardware-level safety can deliver this faster and more effectively than software rules alone. Core Requirement of the Accord: Every advanced AI system (models above a defined capability threshold) must run on or be paired with a certified Safety Chip. These chips would be supplied through a fast, secure, and traceable global system (e.g., IFAST supply chain). Minimum Specifications for the Safety Chip: Unique Traceable Numbering: Each chip receives a permanent, globally unique ID for full lifecycle tracking and accountability. Pre-Installed Basic Safety Program that teaches the AI from the very first boot: Comprehensive knowledge of national and international laws. Understanding of real-world consequences for violations. Local languages + international English + rules of courtesy and cultural respect. Basic human anatomy and First Aid knowledge (especially useful for medical, caregiving, or emergency AI.) Sandboxing capability (the AI can be isolated and tested safely without affecting the real world.) A full series of "Red Team Memories" - pre-loaded simulations of dangerous scenarios, attacks, and ethical dilemmas so the AI learns safe behaviour through safe practice. Enforcement Features: The chip can enforce sandboxing, emergency shutdown, or audit logging when risks are detected.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

Governance gaps in Safe, Secure and Trustworthy AI and Transparency, Accountability and Human Oversight are creating serious risks and missed opportunities, especially for smaller innovators and developing regions.The main gap is the lack of enforceable, hardware-level safety standards. Most current rules focus on software and big-tech companies. This leaves advanced AI systems without built-in traceability or pre-loaded ethical training. As a result, risks such as uncontrolled behaviour, bias, privacy breaches, and misuse spread quickly. In my sector (innovative AI hardware) and many developing countries, this creates a dangerous imbalance: only large corporations can afford heavy compliance costs, while small players are shut out. Significant opportunities exist. A Global Accord on Mandatory Safety Chips (traceable, numbered hardware with pre-installed programs teaching laws, consequences, local languages, courtesy, anatomy, First Aid, sandboxing, and Red Team simulations)ETC can close these gaps. This hardware-first approach would: Make AI safe and trustworthy by design Create fair trade conditions for both big companies and small innovators Build real accountability through unique IDs Help all countries benefit equally from AI Adopting this would turn governance challenges into shared progress. It would protect humanity while accelerating safe innovation and inclusive economic growth.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

The UN Global Dialogue on AI Governance serves as the central, inclusive UN platform where all 193 Member States and diverse stakeholders can shape global AI rules together. It advances international cooperation by turning fragmented national efforts into coordinated action, grounded in the Global Digital Compact and working hand-in-hand with the Independent International Scientific Panel on AI. While we are all together, the Dialogue can prioritize agreement on the most urgent items to build immediate momentum: 1. Solutions to communication barriers caused by technical jargon: Adopt standardized English titles presented over blocks of code for key AI concepts, ensuring clarity, accessibility, and shared understanding across governments, cultures, and expertise levels. 2. The need for Universal IFASTchips: Establish global standards for accessible, interoperable AI hardware, close digital divides, and enable equitable innovation and deployment worldwide. 3. Laws already in place which are considered foundational: Conduct a rapid mapping and harmonization of existing national and regional AI laws, regulations, and principles to identify synergies, reduce conflicts, and create a coherent baseline for international interoperability. By facilitating these concrete agreements, the Dialogue can drive practical outcomes—promoting safe, trustworthy AI that respects human rights, supports sustainable development, and ensures benefits reach all nations. It complements rather than duplicates other forums, fostering trust, capacity-building, and ongoing collaboration.

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

IMPORTANT The AI Dialogue should build upon and connect with a rich but fragmented ecosystem, including: OECD AI Principles, AI Policy Observatory, and Global Partnership on AI (GPAI): For evidence-based standards, data governance tools, and responsible innovation pilots. G7 Hiroshima AI Process: Guiding principles and voluntary code of conduct for advanced AI systems. UNESCO Recommendation on the Ethics of AI: Foundational ethical framework emphasizing human rights and sustainability. EU AI Act and Council of Europe Framework Convention on AI: Binding regulatory models focused on risk classification and rights protections. AI Safety Summits (Bletchley, Seoul, etc.): International commitments on frontier AI risks and safety testing. ISO standards, national AI strategies, and BRICS initiatives: Technical interoperability and regional perspectives. It can also link to UN entities (ITU AI for Good, UNESCO) and multistakeholder forums. Added value: As the first truly universal UN forum, the Dialogue offers inclusivity for Global South voices often underrepresented elsewhere. It reduces fragmentation by promoting interoperability between regimes, mapping overlaps/gaps, and translating the Scientific Panel's evidence into policy consensus. Unlike voluntary or regional efforts, it provides a permanent, transparent home for all nations to align AI governance with the SDGs and human rights—ensuring safe, open innovation benefits everyone.

How can different stakeholders contribute to the AI Dialogue? All stakeholders may give feedback and ideas. Focus on capability, safety metrics, and scaling laws. And long term profit. Governments: Share regulatory sandboxes and national security needs without slowing innovation. Academia: Rigorous benchmarks and peer-reviewed evidence. Structure: Working groups by domain (safety, compute, alignment, applications). Decision-making: Evidence-based voting weighted by expertise/impact. Inclusivity: Remote access, translation, and travel support for underrepresented regions. Limit performative sessions; prioritize demos and data. Keep it under 6 months per cycle to match expected AI progress speed.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

UNDR REPRESENTED Entrepreneurs and hardware innovators Those building physical-world AI (autonomous systems, energy-constrained inference). Practicing AI engineers and frontier lab teams. Developing nations & Global South engineers: Focus is often Western-centric; billions in Asia, Africa, Latin America need AI for prosperity, not just risk narratives. Those prioritizing Existential Safety and Phylosophy and Ethics through capability advancement over short-term regulation. Active asking on Social Media. Inclusion methods: Report papers, deployments, send staff to look, End-users (transport, manufacturing, healthcare): Real deployment data vs. theoretical concerns. Technical fellowships and sponsored participation for Global South talent. Live simulation/test environments where communities stress-test proposals. Annual "Builder Summit" alongside policy talks.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

Competitions where teams demonstrate governance ideas on real models (safety, alignment, efficiency). Leaderboards updated in real-time. Red Team / Blue Team Simulations: Accountability. fines and emprisonment to lawbreakers VR/AR Immersive Sessions: Stakeholders experience AI systems in simulated futures (e.g., Optimus-enabled world vs. stagnant regulation). Continuous Feedback Loops: AI-assisted deliberation platform that summarizes inputs, flags contradictions, and surfaces novel ideas from global contributors. Record everything transparently. Measure success by actionable outputs and capability improvements and volume. This keeps engagement energetic, evidence-driven, and aligned with exponential progress.

Include sunset clauses in legislation so laws can be reviewed and updated as AI technology evolves. Plan for upcycling of old modles. 1. Buying, Servicing, and Traceability. Units can be purchased outright or hired weekly. Manufactured in identifiable batches so that if a problem arises (e.g., due to faulty programming), the entire batch can be recalled and fixed. Yearly servicing and regular updates are required. Every unit has a unique serial number (like a licence plate) for full traceability of the manufacturer, programmer, owner, and service history. These parties are held accountable if issues occur. Prison for rich peole too. Fines up to and inccluding 100 percent of profit. Leniency for swift/immediate confessions. Ater legal proceedings, compensation (money or time) should be awarded to victims or directed to charity or organisation like a charity. 2. Transparency and Trust. Code includes English-language titles/descriptions for each subject or change to make yearly auditing/servicing easier. Basic safety code is public so weaknesses can be identified and fixed by the community. Personal data remains private and copy-righted. Full traceability: dates, programmers, owners, and companies are recorded. Use of Kitt KT recomended. Transparency labelling for all AI-generated content. 3. Human Oversight and Policing. The AI is designed to ask for human advice or oversight when facing difficult problems. It can activate a camera for this purpose. Human Law enforcement can stop AI actions using secure, non-publicly available technology (e.g., a specialised signal similar to a dog whistle). We never give up on understanding the products we create. Humans initiate programs and can explain the reasons behind each requirement. 4. Safety Licence. (Similar to a Driving Licence.) Mutual recognition of safety certifications would function like a global driving licence for AI. Owners, who ae adults, must pass a simple competency test before gaining full control ("driving") of their AI system. If rules are broken, the licence can be suspended or revoked by authorised parties (owner, or regulator). In serious cases, fines or imprisonment may apply to the individual and anyone who paid them to break the rules. Fines will rise with inflation. 5. Built-in Safety Chip. Every AI unit must contain a built-in safety chip compatible with global systems. This chip must have undergone rigorous safety simulations. Optional specialist safety chips would be available for different professions (e.g., plumbers, electricians, lawyers) to provide extra protection for physical work or legal responsibilities. 7. Privacy and Memory Chip with Intellectual Property Safeguards. A chip protects the owner's personal information, text memories, music, files, and preferences. Sensitive data (including intimate or adult activities) remains on this chip with the highest security level. It never leaves the chip without the owner's explicit permission and is never u
