In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

To build on existing networks and initiatives of countries and regional public bodies, alongside private sector and international organizations. We have conducted a research on the different strategies and policies of BRICS countries which point to several convergences in terms of ethics principles, regulatory sandboxes and investment priorities, which could be a ground to build a corpus of AI Governance.

From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

  • Interoperability of governance approaches
  • AI capacity-building
  • Safe, secure and trustworthy AI
  • Protection and promotion of human rights

Please briefly explain your selection.

Most of these topics are transversal. Safe, secure and trustworthy AI is well related to transparency and human oversight, as well as protection and promotion of human rights. All these have social, economic and ethical impacts. The priorities are then the following: research safety, security and trustworthiness at the current level of AI applications, since they are already deployed. Support and foster capacity-building, especially for developing countries so they can benefit from the technology. Build on interoperability of governance approaches as the fastest way (rather than an international treaty on AI) to ensure compliance and enforcement at the multinational level, and include human-centric values (thus, human rights) by design.

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

The impact of AI in the environment should be an emerging issue. Although it could be captured under the theme "social and economic" implications of AI, it is well known that AI development is shifting supply chain resources and increasing demand for rare minerals, as well as energy for data centers.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

I am a Brazilian researcher living in Indonesia. Both are developing countries with huge but underutilized economic potential, including the human and physical resources for AI. The governance gaps and advances affect the capability of latin america and southeast asia to better benefit and be an AI producer instead of consumer or data exporter, as well as the keep control of resources while being environmentally responsible.
