In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

1. Participation by more entities who are not typically part of international convenings but are on the front lines of AI transformation in their countries and have perspectives and operational insights essential to operationalizing principles 2. Outputs and outcomes that are practically focused and emphasize operationalizing principles and frameworks 3. Strategy for sustained agile collaboration and dialogue and sharing among peers optimized for the current pace of change. 4. Common agenda for research.

From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

  • Safe, secure and trustworthy AI
  • AI capacity-building
  • Protection and promotion of human rights
  • Transparency, accountability, and human oversight

Capacity building is foundational to effective development and implementation of trust and safety, transparency, accountability and human rights lens. There is a gap in knowledge and capability among key leaders and decision makers that is amplifying risk and if not addressed, will undermine effectiveness in other areas.

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

What rule of law and democratic erosion means for AI governance. With institutions and infrastructure necessary to advance key governance principles and operationalize governance under threat, an intentional focus on threats and opportunities is essential.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

1. Architect frameworks for that support cooperation in the highly dynamic context. There is a need for more agile cooperation. 2. Identify strategies for more inclusive cooperation that includes national level actors who are typically not in global forums but who are on the frontlines of transformation and whose perspectives are essential.

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

I recommend that dialogue leaders establish thematic communities of practice or working groups, each led by public, private and civil society actors to serve as vehicles for R&D, cooperation, and development of practical guidance and tools in follow up to summit findings. Efforts of these entities could be amplified by a global platform to support the work of principles but also support large scale public input, participation and awareness-raising.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

Mainstream legal and justice sector actors who are actively navigating governance issues in their work and on the frontlines of implementation and enforcement. Many do not typically participate in global dialogues, but their practical knowledge and experience is vital.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

Consider incorporating design sprints and min-hackathons to address key issues. Related it could be beneficial to engage process design experts, e.g., legal designers, to architect these and the event itself. Consider using the registration process to elicit information from participants on their roles, expertise, and interests and then using AI to recommend the tracks they join and also to connect them peers who share interest and from whom they can benefit.

Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.

Beyond the well-known international platforms. The GovLab is doing excellent work. In fact, further to my prior recommendation on engaging design help for the event, consider consulting Beth Novick who always has innovative ideas for large scale government innovation which are pertinent in the dialogue's context.
