The first Global Dialogue on AI Governance would be a landmark success if it achieves tangible, inclusive, and actionable outcomes across the following pillars: 1. Establishment of a Shared Normative Framework: The dialogue must yield a foundational agreement on core ethical principles and minimum safety standards for AI development. This baseline will help align international regulations while preventing a "race to the bottom" in AI safety. 2. Commitment to Global Inclusivity: A successful outcome must ensure that developing nations and marginalized communities are not left behind. This involves commitments to technology transfer, capacity-building, and equitable representation in global AI standards-setting bodies to bridge the digital and AI divide. 3. Actionable Accountability Mechanisms: The dialogue needs to outline a clear roadmap for independent auditing and accountability for high-risk AI systems. This includes creating international protocols for assessing societal impacts and responding to cross-border AI incidents. 4.
