In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
The success of the first meeting of the Global Dialogue will be determined by achieving concrete, realistic results within its mandate. First, it recognizes the diversity of approaches to AI regulation based on the UN Charter, national legislation and the sovereign right of states to determine their own regulatory models, while simultaneously identifying the first "points of convergence" – for example, in the field of basic principles of AI security, personal data protection, ensuring non-discriminatory access to technology and the inadmissibility of using AI to harm human rights and development. Secondly, the launch of practical mechanisms for bridging gaps (including the exchange of best practices, the harmonization of approaches to open data and models, as well as support for building competencies in developing countries) within the framework of existing multilateral mechanisms. Thirdly, the adoption of a format for regular interaction between existing initiatives (the United Nations and other international organizations) and a wide range of stakeholders, the success of the first meeting of the Global Dialogue will be determined by achieving concrete, realistic results within its mandate. A key indicator of success is the inclusion in the summaries of the co–chairs of specific, voluntary commitments of participants (for example, on data exchange, joint research, educational programs in the field of AI) and a clear statement of priority topics for discussion for the next year.

These four blocks form the basis for fair and sustainable AI governance. Secure and trusted AI: Without technical reliability and protection from attacks, any other discussions lose their meaning. Capacity building solves the problem of digital inequality: Without investments in computing resources, data, and human resources, developing countries will remain eternal consumers rather than participants in regulation. Respect for human rights is one of the fundamental principles of international cooperation. In this regard, discriminatory practices, unauthorized surveillance and the lack of effective legal remedies are considered unacceptable. Open models and data help to avoid the monopoly of several corporations and states, providing verifiability, local adaptation and collective control.

Safe, secure and trusted AI is very important for the application of AI in the field of medicine. The protection of personal data and medical diagnoses is a priority in this area. Capacity building is also very important to increase the availability of AI applications in medicine.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
In accordance with the mandate established by UN General Assembly resolution A/RES/79/325, the Global Dialogue provides a platform for open, transparent and inclusive discussions, the exchange of best practices and lessons learned, as well as the development of common guidelines for further work. Its role in enhancing international cooperation is primarily to create a permanent platform within the UN system where Member States and all relevant stakeholders - including civil society, academia, technology, and the private sector — can compare different approaches to artificial intelligence management on an equal basis. The dialogue is intended to help identify areas of practical convergence of positions without imposing uniform regulatory models, which is especially important in the context of the sovereign right of states to determine their own legal regimes in the field of AI. In addition, Dialogue can play a coordinating role with respect to existing multilateral initiatives, helping to reduce the fragmentation of the international AI management landscape and strengthen mutual understanding between different processes without duplicating their functions.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
It is recommended for the Global Dialogue to rely on the universal structures of the United Nations system, including the International Telecommunication Union, UNESCO and the United Nations Conference on Trade and Development, as well as specialized mechanisms open to the participation of all Member States. Cooperation with regional and multilateral platforms in which the Russian Federation participates is important. These include the BRICS, which already has successful cooperation practices in the field of artificial intelligence and the BRICS AI Platform, as well as the Shanghai Cooperation Organization and the Eurasian Economic Union. In addition, the International Alliance in the Field of Artificial Intelligence, created in 2024 and uniting the efforts of states and companies for a scientific discussion on the prospects for the development of AI technologies, deserves attention. The added value of the Global Dialogue lies in its ability to act as a coordinating platform linking these diverse initiatives and ensuring the exchange of practical approaches developed within their framework. The dialogue can help spread successful models of regulation and cooperation to a wider range of participants, including those States that are not members of the listed associations. In doing so, it will help to overcome the fragmentation of the international AI governance landscape and increase the inclusiveness of the global discussion, while remaining within its advisory mandate.

National Governments can set "red lines" for public policy and commit to capacity building. The business's task is to share real implementation practices and offer the most convenient solutions.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
Developing countries, least developed countries, small island developing States, and countries with limited infrastructure capabilities. It is necessary to raise the interest of such States in international cooperation through various support measures.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
When discussing AI models, participants should have a clear demonstration of what changes new approaches or requirements will lead to. The possibility of joint editing of working versions of documents, where any participant can add an example or counterexample to the thesis under discussion.

Risk-based approach, prohibition of unacceptable types of AI (social scoring, behavioral manipulation), transparency requirements. A global dialogue can adopt a risk grading methodology. Responsible AI management through Open Models (BLOOM), where issues of licenses, data origin, and auditing are resolved publicly.
