In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

Agreement on what countries can do to protect its citizens and identify multilateral action that they can do together towards strengthening this protection. These could be to protect citizens from direct and indirect harm on people by AI.

From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

  • Safe, secure and trustworthy AI
  • Social, economic, ethical, cultural, linguistic and technical implications of AI
  • Interoperability of governance approaches
  • Protection and promotion of human rights

It is important for individuals and communities to maintain agency over their decisions. They should have the ability to understand the benefits and risks of any technology, including AI, and be able to make decisions for themselves and their community. They should not lose agency.

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

There should be topics on digital public infrastructure and also the intellectual property regime. DPI enables clearer and resilient data making AI more powerful, but we should also discuss how everyone, including the underserved, can benefit from the windfall from AI.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

There is poor oversight and citizens are dealing with AI and its complexities by themselves. Government must invest on people development around new technologies such as AI or else, we will continue to suffer as we are already suffering with social media.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

It creates space for disucssing state of the art actions from individual countries that others can emulate (or avoid).

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

HealthAI.agency and BANTAY AI framework of UP College of Medicine (using traditional medicine course terminology like anatomy/physiology/pathology to engage faculty and students on establishing AI fluency)

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

The illiterate and marginalized should know if they are being abused by big tech for the data that they are feeding into AI algorithms.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

Organization level risk management frameworks (NIST, ISO 4200x, IEEE P7999, etc) on the use of technology including but not limited to AI

Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.

BANTAY AI is a local implementation of technology dissection (the same way medical students learn medicine through anatomy (parts of the body), physiology (functions of the body), and pathology (diseases of the body) - it employs freely available frameworks such as Model Cards (Mitchell), COBIT, TOGAF, etc to help organizations understand the prevailing technology surrounding them.
