In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

The beginning of a dialogue on AI development, the organizers of which will not stop at a single event and will propose paths for further development.

From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?

  • Safe, secure and trustworthy AI
  • Transparency, accountability, and human oversight
  • Open-source software, open data and open AI models

Please briefly explain your selection.

Open source code is necessary for the dissemination of AI technologies and access to them by everyone, but the issue of trust in AI will also be important (we can recall the principles of robotics based on I. Asimov's three laws).

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

The emerging problems are mostly general in nature. For Russia, the most pressing task is likely to be building up its technical potential in AI.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

Given global connections (the Internet) and insufficient (or, in other cases, excessive) control by states, it is advisable to develop proposals for ensuring trustworthiness, taking into account the opinions of all UN members (some states simply lack their own resources and competencies for fine-tuned control over AI trustworthiness, and their specific problems could become a problem for everyone).

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

The creation of voluntary national AI proxy steering committees that prepare issues for discussion on behalf of their country, shaping the overall agenda for discussion at the Global Dialogue.

How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

(1) Training AI specialists, (2) Organizing international teams of AI specialists to solve global problems, (3) Disseminating information on existing problems requiring AI solutions. Ideally, this information should be accessible to more than just UN staff.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?

Government officials participate in global discussions, while the scientific community implements AI. The gap is obvious. See question 8, point (3) above for a possible solution.

What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?

During discussions, it is important that both government officials and representatives of the scientific community participate simultaneously in the meetings. This will allow for a comprehensive approach to the issues, as each of these groups lacks a broad perspective. Their collaboration will allow the Global Dialogue to develop carefully thought-out and well-formulated proposals. This will allow them to present their views with the utmost precision to government officials.

Please share examples of policies, practices, platforms, or approaches that promote effective AI governance or offer concrete solutions to addressing its challenges.

One possible form of cooperation could be the exchange of teachers to expand knowledge in AI, with funding from the UN (student exchanges are more likely to have the opposite effect: rich countries will simply retain their good students, and instead of spreading AI technologies, we will see a reduction in the number of regions using AI).
