In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
Beyond international and national trends, policies and governance the UN Dialogue should address also the subnational level. Cities and civil soiety are key actor for goaö achievment. The UN should provide support the development of local AI guidlines, capacity building and AI cooperation to assure that no city and country os left behind.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Social, economic, ethical, cultural, linguistic and technical implications of AI
- Transparency, accountability, and human oversight
- Safe, secure and trustworthy AI

Multi-lateral cooperation including the local level on safe and ethical use of AI
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

The burd-eye perspective of the UN is at time a handicap when it come sto goal achievment. By its focus on international and national AI regulation and policies the UN takes an important step. At the same time, it is dangerous to ignore the importance of the local and even individual level. Not specifically addressing sub-national opportunities and needs is already a weakness of the SDG implementation. Local AI governance and IT procurement are key to overall success and citizen friendly/people centred measures. In Federal countries like the US, Germany etc the regional/state level has also strong responsibilities for digitization and AI.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
I don't understand why eg the Report 'Artificial Intelligence and Democratic Values' CAIDP Index 2026 of the Center for AI and Digital Policy ignores the local and regional level. For Germany it states that all AI policy is centralized at a Ministry of Digitization. That ministry barely exists and no competences from regional level were centralized. Similar in the US. Where the national level is not taken the lead, local and state initiatives are even more important.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
Cities and other local authorities are often closer to local needs and can make important contributions to the development and implementation of effective policies and regulations.
