In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?
A positive outcome would be developing and advancing the UN High-level Advisory Body report on AI titled "Governing AI for Humanity" and the UN General Assembly resolution A/RES/79/325.
From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Safe, secure and trustworthy AI
- Open-source software, open data and open AI models
- Interoperability of governance approaches
- Social, economic, ethical, cultural, linguistic and technical implications of AI
Please briefly explain your selection.
While all thematic areas identified by the General Assembly are extremely relevant, including human rights, my focus has been on the selected areas above. My priority is to interpret the main elements of an AI Governance framework and ecosystem, and to determine which of these elements are primordial to harness negative economic effects (in other words, negative externalities).
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.
In my opinion, other areas of priority may be included on the list as AI technologies evolve, in particular, AI systems/more advanced AI technologies. Considering the current elements described above, I interpret that other areas of priority may be included, such as governance approaches for AI systems.
How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
AI Governance gaps are still being evaluated in my region. Although the thematic areas represent points of concern in my country, few policy initiatives have been adopted so far. In addition, AI legislation is still under evaluation in Congress. AI policy initiatives are being adopted by independent bodies and regulators.
What role can the AI Dialogue play in advancing international cooperation on AI governance?
The AI Dialogue plays a key role in advancing international cooperation on AI Governance. Interoperability and harmonisation between AI Governance frameworks are essential for the alignment are essential for a robust Global Governance framework.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
Existing initiatives that the AI Dialogue should build with are OECD AI, UNESCO, and AI for Good initiatives. Interacting with these initiatives would bring positive value for the AI Dialogue, besides better harmonisation among frameworks.
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.
The Governance of AI requires inputs from different stakeholders because AI affects a myriad of agents from distinct areas. Therefore, inputs from academia, the government, and private stakeholders are essential for a plural dialogue.
Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
Communities that are still underrepresented in global discussions are specific marginalised communities and groups, for example, indigenous communities, migrants, and refugees. Other examples include the low-income population, as AI is a tool that requires specific technology to be used. For instance, those without access to a mobile or computer are not able to use and obtain the benefits of AI technologies.
What innovative engagement formats could most effectively foster meaningful and dynamic engagement during the AI Dialogue?
Annual meetings, congresses, talks, either in person, online or via a hybrid model.
