In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

From your perspective, which of the following thematic areas identified by the General Assembly Resolution 79/325 for the AI Dialogue reflect your priorities for urgent action and active engagement?
- Social, economic, ethical, cultural, linguistic and technical implications of AI
- Open-source software, open data and open AI models
Please briefly explain your selection.
Current geopolitics is leading to the creation of regional technological blocs and to the undoing of globalization as it used to be. Therefore, we should consider questions (a) that are intrinsically valuable, and (b) that cross the barriers between blocs in a non-traumatic way. As a result, questions about the social, economic, and ethical consequences of AI deployment (a) are of interest to most people due to the similarities and differences among different countries, while the questions in (b) are precisely a legal means of mutual diffusion of technologies.
In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.
The main challenge is the development of national open-source software ecosystems and their integration into the global AI ecosystem. This concerns both ensuring licensing protections (which is especially important for regional economic decoupling) and accessibility (this is not as important for the Russian Federation, but in China it is a significant challenge).
What role can the AI Dialogue play in advancing international cooperation on AI governance?
Purely information exchange and educational matters. This mechanism is not applicable to actual governance involving economic issues and state security.
What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?
The main mechanisms are national open-source communities and ecosystems (where they have emerged as separate entities).
How can different stakeholders contribute to the AI Dialogue? Please share recommendations for the format and structure of the AI Dialogue.

Which voices, communities, or perspectives are currently underrepresented in global discussions on AI governance? How could they be included?
There are no voices related to applying AI in non-consumer sectors of the economy. They can be included only indirectly, for example through the environmental agenda, since direct discussions of business competitiveness should not take place at such events.
