Global Youth AI Advisory Body

Youth should be active decision-makers in the Dialogue across AI design, audit, and evaluation. Establish a permanent Youth Advisory Panel within the UN Dialogue 1. Produce a unified global accord on AI and human rights - an actionable framework establishing enforceable standards on community data ownership, protection against algorithmic discrimination, transparency obligations, and meaningful human oversight. 2. Establish a Global South Algorithmic Infrastructure Fund - a dedicated multilateral financing mechanism covering physical infrastructure, cyber security systems, open-source AI development, and deliberative institutional architecture in developing nations. 3. Hold this Dialogue to an implementability standard - Every Dialogue output should be assessed against a single practical criterion: can it be implemented within a specific timeline of one to two years. The Dialogue will only matter if its outputs can.

1. There must be Linguistic Sovereignty and Cultural Pluralism reflected in AI Models. 2. Credible AI governance must incorporate structural realities of data production and account for labour, annotation and automation 3. Dialogue must focus on Deliberative Governance and Local Ownership 4. Critical issues of Infrastructure, Open-Source and Compute Sovereignty must be addressed 5. There must be Legal Accountability and Digital Physical Parity (What is illegal in the real world under law, must be illegal in the digital space too like impersonation)

Structural Youth Inclusion 1. Establish a permanent Youth Advisory Panel within the UN Dialogue 2. Require that national AI strategies submitted to the UN include a documented Youth Consultation Process Youth inclusion in AI governance is not a courtesy; it is a human rights issue. AI systems deployed today will shape the economic opportunities, environmental conditions and civil liberties of young people for decades. Yet youth representatives remain marginalised in high-level governance forums, spending disproportionate energy on basic inclusion rather than substantive contribution. We propose a shift from symbolic consultation to structural stakeholdership.

Artificial intelligence governance cannot continue to rely on corporate self-regulation or reactive policies that leave the Global South and local communities exposed to data extractivism, environmental degradation, discrimination, and systematic violations of their rights. The communities most exposed to AI's risks are also those least equipped to contest the systems being deployed among them. Closing that gap requires not access alone but agency: the institutional capacity to participate meaningfully in decisions that shape people's lives. The Global Youth AI Advisory Body calls on the Dialogue to move from: 1. Principle to Implementation 2. Consultation to co-governance 3. Access to Sovereignty. AI architectures must serve communities rather than extract from them, and that outcome will not emerge from the market. It requires deliberate, enforceable, and inclusive international governance. The Dialogue will only matter if its outputs can.

Guarantee permanent multi-stakeholder representation - youth, marginalised communities must hold standing seats at the UN Dialogue table Whether it is short Keynotes, Panel Discussions or Curtain Raiser Events, the AI Dialogue needs to embed community actors in its processes and discussions.
