In your opinion, what outcomes would make the first Global Dialogue on AI Governance a success?

The success of the first Global Dialogue on AI Governance lies in establishing a credible, inclusive, and actionable framework that bridges the gap between technologically advanced nations and the rest of the world. However, a framework is only as effective as the individuals implementing it. Success must be measured by the formal adoption of an Integrated Policy Protocol that ensures the "Human-In-The-Loop" (HITL) is cognitively, physically, and ethically prepared for AI oversight. Key Success Outcomes: Representative International Cooperation: Establishing a functioning, representative platform for international cooperation. A critical component of this inclusivity is the adoption of universal human excellence UN-verified standards, such as WCSC SKY practices, which are scientifically structured and applicable across any global demographic. Physical Resilience of the HITL: Implementing Simplified Physical Exercises as a foundational requirement. By regulating blood, heat, and air circulation, these exercises make the HITL resilient, ensuring the physiological stability needed to maintain high-level cognitive performance. This framework is field-verified, having received formal appreciation for enhancing resilience in a training program for 128 first responders from the Tamil Nadu Fire and Rescue Services. Scientific Expertise & Cognitive Readiness: Enabling the Scientific Panel on AI to provide trusted expertise. For this to be reliable, the dialogue must recognize mental clarity as a technical requirement. Through Meditation and Kaya Kalpa, practitioners achieve the activation of dormant brain cells and shift frequencies to the Alpha state (8–13Hz). This provides a Governance Integrity Metric for human oversight, sharpening discernment and reducing cognitive bias in algorithmic auditing. AI for Global Peace & Systemic Sustainability: Creating interoperability between national regulations anchored in a 360-degree wellness and ethics protocol. By focusing on mental frequency and life-force vitality, we ensure the HITL possesses the ethical integrity to prevent AI-driven polarization and ensure algorithmic peace and the long-term sustainability of human-centric AI systems.

The current global confusion in AI governance arises because policies are chasing the speed of technology while neglecting the human foundation required to guide it. We have selected these four priorities because they represent the most urgent pressure points where a "Human Upgrade" is required. An upgraded human, functioning with greater clarity, openness, and ethical grounding, is the only force capable of stabilizing the future of international AI development. 1. Safe, Secure, and Trustworthy AI: We selected this because trust is the fragile bridge between innovation and society. Currently, this bridge is at risk due to cognitive overload. We prioritize this area to advocate for a state of "Governance Integrity," where the humans auditing these systems possess the mental clarity necessary to ensure technical safety remains a reality for all. 2. AI Capacity-Building: We selected this because the digital divide is fundamentally a human resilience gap. Our focus is on ensuring that practitioners in every nation have the foundational health and openness to learn and govern AI locally. By prioritizing the human's physical and mental readiness, we ensure that capacity-building is sustainable and inclusive. 3. Social, Economic, and Ethical Implications: We prioritize this because AI ethics requires more than binary logic; it requires an ethical upgrade of the human spirit. In a world of polarized interests, we must tap into a deeper intuition. By focusing here, we aim to steer AI for Good, ensuring technology serves as a tool for AI Sustainability and global harmony. 4. Transparency, Accountability, and Human Oversight: We selected this to protect the principle of Human Agency. Accountability becomes a hollow term if human oversight is passive. We prioritize this area to ensure that the "Human-In-The-Loop" remains a vibrant, active force, leading with the transparency and ethical strength required to hold technology responsible to human well-being.

In your opinion, are there any cross-cutting or emerging issues not captured by the listed themes above? If so, please explain.

We want to emphasize a couple of points under our selected themes in Section 9-specifically "Accountability" and "Trustworthy AI"-as we feel these areas contain critical emerging risks that have not been fully addressed. The most significant issue is the "Accountability Vacuum" created by the unpredictable nature of AI. In traditional software, we have a guarantee of performance because the logic is fixed. However, AI exhibits emergent behaviors that no one can fully foresee. This creates a fundamental problem: there is currently no technical guarantee that an AI outcome will be as expected. We are moving from a world of "Certainty" to a world of "Probability," yet our legal systems still demand absolute accountability. This lack of a guarantee creates a dangerous "Moral Crumple Zone" for the individual-whomever they may be-who is forced to sign off on these systems. We are deeply concerned that we are ignoring the mental and ethical state of the person in charge. If that individual is operating under high stress or cognitive fatigue, they cannot provide "meaningful oversight." They will likely "rubber-stamp" AI outputs because they lack the internal clarity to challenge a machine that seems right most of the time. When an outcome cannot be guaranteed, Human Agency is the only fail-safe we have left. We believe the UN must address the internal readiness of the human governor as a prerequisite for both Trust and Accountability. The person in the loop must have the clarity, openness, and internal stability to detect when a system is deviating from expected ethics. The real emerging risk is that we are trusting unpredictable machines without ensuring the humans at the center are mentally and ethically prepared for the burden.

How are the governance gaps and related developments/advances in the thematic areas you selected above affecting your country, region, or sector? Please highlight the most significant challenges.

In our region and the Human Development sector, we are witnessing a historic transformation. While India leads the global "AI Advantage" with rapid adoption, this progress provides a unique Leadership Frontier: the chance to pioneer an "Integrated Human-Digital Alignment" where technology serves as a partner to human potential. Significant Opportunities: The "AI Boom" provides a powerful blueprint for social inclusion. In Education, AI platforms like JanAI and Bhashini are breaking language barriers for rural youth; recent 2026 reports show that 55% of rural students now use AI daily for translation and learning, filling gaps where physical coaching is limited. In Agriculture, AI-driven tools help farmers increase yields with unprecedented accuracy. In Healthcare, AI-powered Patient Monitoring brings specialist-level care to remote areas. These developments prove that when guided by a human-centric vision, AI acts as a "force multiplier" for underserved populations. Significant Challenges: As we lead this transition, global reports from 2025 and 2026 highlight the need for enhanced Digital Resilience: The "Clarity Frontier": The DHR Global 2026 Report shows AI adoption "rising faster than clarity," with many seeking guidance on new roles. Bridging this gap is essential to transform fatigue into Creative Energy. The Reskilling Journey: With skills for AI roles changing 66% faster (WEF), the challenge is to move from pressure to Sustainable Growth. Empowering the Workforce: PwC's 2025 Survey notes that 35% of employees feel uncertainty; this presents an opportunity to introduce Stability Tools. Conclusion: Technical upskilling is most effective when paired with Human Capacity Building. For AI to remain safe, the human in the loop must operate with clarity. International organizations must adopt a sustainable, suitable framework to ensure technology remains a catalyst for human flourishing. We believe the most vital advance is integrating internal resilience tools into global strategies.

What role can the AI Dialogue play in advancing international cooperation on AI governance?

The AI Dialogue must act as a Collaborative Bridge to address the "Implementation Gap" between global policy and local execution. As AI governance evolves, the Dialogue's most critical role is to champion "Universal Operator Readiness." Global cooperation can be further strengthened by ensuring that high-level frameworks are adaptable to the diverse practical needs of workers and students across all regions. The Dialogue can facilitate this by: Advancing Shared Standards for Oversight: Promoting a global baseline where "Human-in-the-Loop" is recognized as a commitment to the mental clarity and ethical preparedness of those managing AI systems. This ensures that the human element remains a reliable foundation for technical safety. Integrating Human Resilience into Security: Serving as a platform to recognize that internal focus and value-based education are essential complements to technical firewalls. In an era where digital threats target human psychology, the Dialogue can position "Human Resilience" as a core pillar of international digital stability. Broadening Access to Governance Resources: Ensuring that frameworks for managing AI-related transitions—such as the human-centric models we advocate for at WCSC—are treated as a shared global resource. This makes governance tools accessible to all communities, regardless of their current stage of digital adoption since the Human HITL, trained with WCSC SKY practice, becomes naturally ethical. By focusing on the "Human Lead," the Dialogue ensures that international governance remains an inclusive, protective shield that supports both technological progress and human well-being for all.

What are some of the existing initiatives, partnerships, or mechanisms that the AI Dialogue should build upon or connect with, and what added value could the AI Dialogue bring?

The AI Dialogue should strategically build upon the UN Global Digital Compact (GDC) and the UNESCO Recommendation on the Ethics of AI, focusing on their shared goal of "Human-Centric" governance. To bridge the "Human Implementation Gap," I strongly recommend the UN-verified WCSC SKY practice as a foundational mechanism for a Human Upgrade. The Dialogue should connect with: Proven Government Integration: SKY practices are already utilized by Indian government department workforces. This includes my successful training of 128 Firefighters and Police personnel in India, which received official letters of appreciation for enhancing operational resilience and mental clarity in high-pressure roles. Global Implementation Workforce: Utilizing a workforce of over 16,000+ SKY Professors to deploy standardized "Human-in-the-Loop" (HITL) readiness frameworks globally. Currently, global AI discussions are dominated by the "Global North," leaving a massive "Human Implementation Gap." According to a 2024 UN report, the following perspectives are critically underrepresented: The Global South & Grassroots Civil Society: The report identifies that 118 countries are excluded from major AI regulatory frameworks. The World Community Service Centre (WCSC), an NGO with Special Consultative Status with ECOSOC, represents the "Global Majority" whose voices are essential for culturally relevant governance.
